I suddenly heard today that the steam pipes behind the boiler, which use vortex flow meters, require TS certification; I don’t understand why. I had never heard of this before – we use Emerson’s vortex flow meters.
Letter No. [2018] 515 from the State Administration for Market Regulation: “Notice on Carrying Out Special Inspections and Rectifications of Potential Hazards in Pipes within Power Station Boilers” To the Quality and Technical Supervision Bureaus (Market Regulation Departments) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as to all relevant entities: Recently, accidents have occurred repeatedly in pipes related to cogeneration boilers and enterprise-owned power station boilers, resulting in significant losses and negative social impacts. During subsequent inspections, some areas discovered that in certain boilers, there were issues such as the failure to strictly comply with boiler safety technical specifications and relevant standards in aspects including the design, manufacturing, installation, operation and management, as well as inspection and testing of the pipes associated with those boilers. To prevent systemic risks, eliminate safety hazards, clarify the responsibilities of all parties, and further strengthen the supervision of pipelines within the area of power station boilers, the relevant requirements are hereby notified as follows: 1. Definition of pipelines within the area of power station boilers Pipelines within the area of power station boilers include the boiler’s main feedwater pipes, main steam pipes, reheat steam pipes, etc. …… (II) Manufacturing 1. When the construction unit purchases component assemblies to be used in the pipelines of power station boilers (temperature and pressure reduction devices, flow meters (housings), prefabricated pipe sections, the same below), it shall specify in the purchase contract the requirement that \"manufacturing process supervision and inspection shall be carried out in accordance with the standards for boiler components.\" When manufacturing the aforementioned component assembly device, the manufacturer shall submit an application for supervision and inspection to an inspection agency approved by the General Administration and qualified to supervise boilers or pressure pipelines. The inspection agency will then carry out supervision and inspection of the manufacturing process in accordance with safety technical specifications and standards, and issue a supervision and inspection report and certificate upon approval. Pipe element assemblies that have not passed supervised inspection shall not be used in the pipes of power station boilers. 2. Pressure pipeline components used in the pipelines within the power plant boiler area (steel pipes, valves, pipe fittings, compensators, flanges, and combined component assemblies) must also meet the requirements of the safety technical specifications for pressure pipelines. Among them, the component assembly device can be manufactured by pressure pipeline component manufacturers, or by boiler manufacturers of the corresponding grade. The key technical requirements for manufacturing and inspection are as follows: (1) Raw materials must be inspected upon arrival at the factory, and can only be used after it is confirmed that they meet the standards. (2) The flow meter (housing) should, in principle, be made of a single piece of seamless steel pipe, with no circumferential welds resulting from welding different types of steel. In special cases where a flow meter (housing) made of two pipe sections welded together by circumferential welding is required, written approval from the institution responsible for reviewing the boiler design documents must be obtained. (3) 100% spectral analysis of chemical composition shall be conducted on the base metal and welds of the butt joints of alloy steel pipes and fittings. (4) Circumferential butt joints with an outer diameter > 159 mm or a wall thickness ≥ 20 mm shall undergo 100% radiographic or 100% ultrasonic testing ; For circumferential butt joints with an outer diameter ≤ 159 mm, 50% radiographic or 50% ultrasonic testing shall be carried out (when the rated operating pressure of the boiler is ≥ 9.8 MPa, 100% radiographic or 100% ultrasonic testing shall be performed). (5) Fully penetrative fillet weld joints with an outer diameter greater than 108 mm shall undergo 100% ultrasonic testing; for other pipe joint fillet welds, surface testing shall be carried out on at least 20% of the joints. (6) Welding and heat treatment shall meet the requirements of Sections 4.3 and 4.4 of the Boiler Code. (7) Indicate in the product quality certificate that the relevant requirements of the Boiler Code are met. ……” This regulation was issued in the form of a special order following a leakage accident in the main steam pipeline of a certain waste heat power plant that resulted in severe casualties.
