What is the content measured by TOC?

Total Organic Carbon Analysis (TOC): Total Organic Carbon (TOC) represents the total amount of organic matter in water in terms of carbon content, with the result expressed as a mass concentration of carbon in “mg/L”. Since carbon is the main element that constitutes all organic substances, a higher TOC level in wastewater indicates a higher concentration of organic pollutants in it. A TOC analyzer is an instrument that uses this method to test organic matter in wastewater; it is a product of technological progress. From the above, it says that \"the result is expressed in terms of carbon mass concentration in mg/L\"; the value obtained from TOC represents the content of elemental carbon. Is this understanding correct? I’ve seen other information stating that what is measured is the carbon dioxide level. If the water contains only benzene and the measured TOC is 1000 mg/L, converting this to an equivalent amount of benzene gives 1000/12*78 = 6000 mg/L. Is this conversion correct?
