Chain logic simulation

I plan to simulate the unit interlock sequences by creating a desktop local program that, after modifying the interlock acquisition values, displays a simulation of the unit’s interlock actions. Do any of the more experienced colleagues know of any suitable software for this purpose?
For small-scale tasks, Excel+VBA can be used to achieve this: a user interface is created in Excel for entering various parameters, and the output can be displayed through pop-ups or another result window. Implementing sequential logic is straightforward using VB code. Once the scale grows, it becomes difficult to control the UI interface, even though the underlying logic code remains largely unchanged.
