The HighSense (Micro Motion®) LF series mass flow meters should work for this purpose. Their price is likely high, and there are probably people in this forum who have used them. You can ask more questions
The flow rate of the post owner is too low – 25 ml/h, and that’s even in a DN25 pipe; how slow must the flow velocity be? 0.4 ml in just 1 minute – the flow rate can only be measured in micrometers; I think any flow meter would have trouble measuring it. For this type of flow, it’s better to use a weighing device for measurement.
There’s nothing to do about it; it’s just this manufacturing process, so it’s very troublesome.

For this type of application, we have used micro positive displacement flow meters as well, with a flow rate of 50 ML per hour; however, their performance was average.
If nothing else works, buy a metering pump or peristaltic pump; such a low flow rate cannot be measured
I feel that the information provided by the original poster is insufficient to develop a plan in a conventional manner; it’s necessary to describe the entire process of measurement or weighing and consider everything as a whole. If it’s a process control system, does the fluid go directly into the reaction vessel or is there a buffer tank? If there is a buffer tank, then volume measurement or weighing can be used for determination, rather than relying solely on flow rates
Ask about Brooks’ mass flow controllers to see if they work
I checked with Toledo, and it seems they can’t do the test either
