Leave the division control to the configuration engineer. This process flow is really poor; there are no pressure transmitters or flow meters installed for the cooling circulating water and low-pressure steam.
What do you want to ask? Programmed control of the material temperature in the circulation pipeline: the control valves for the circulation pipeline and those for the circulating water in the heat exchanger. Without an understanding of the process, it’s not clear how such control is achieved.

If this circulating water is extremely important, it must be installed on the pipe in the reactor; for example, if someone accidentally shuts off the water valve or the pipe gets blocked causing a disruption in the water supply, the installation of flow meters and pressure transmitters will immediately reveal this issue
It is difficult to maintain stability; therefore, the temperature should be increased in the water pipeline, a main controller for the temperature of the material pipeline should be installed, and cascade control should be used to regulate the water temperature in the circulation system. It’s unclear what the purpose of the temperature control valve in the material circulation pipeline is. Generally, pressure regulation or HCV is set.
