For household or industrial water meters, what is the minimum flow rate that can be measured at different pipe diameters? That is, the flow rate that allows the gauge to start showing readings. When the flow rate passing through is less than the minimum flow rate that meets the requirements for the maximum allowable error (Q1 as defined in GB/T 778.1), is the water meter reading higher or lower than the actual flow rate? When the flow rate passing through is greater than the normal flow rate (Q3 as defined in GB/T 778.1), will the water meter reading be higher or lower than the actual flow rate?
