DCS remote start/stop of centrifugal pumps

For a centrifugal pump operated intermittently with DCS-based automatic start/stop control, is it necessary to install a low-flow line for reflux? Is it also feasible to control the main circuit using only pneumatic/electric cut-off valves?
Automatic start-stop and minimum backflow have no inherent connection
The minimum backflow value does not need to be set; if the pump can operate normally, there is no problem with simply closing the valve
