Corrosivity of dispersants

The dispersant tanks used in our company’s gasification plant are made of stainless steel, but they are suffering from severe corrosion. Even after being repaired by welding, the leaks reappear after just a few days. I want to know: is the dispersant really that corrosive? Would the situation improve if concrete is used on the outside of these tanks?
Dispersants also cause severe corrosion of stainless steel; it is recommended to use PVC material instead
