Papers for professional title evaluation

I’m preparing to publish a paper to facilitate future professional title evaluations. I’m not sure where it would be easier to do that.;P;P If anyone who knows or has relevant connections can give me some advice, please do!
For those working in the coal chemical industry, I think \"Fuel and Chemical Engineering\" is the best, while \"Coal Chemical Industry\" is also good. Other things that cost a lot of money end up being worthless, as anything can be bought with money.
Are things like those where people contact you via WeChat or QQ asking you to publish papers or apply for patents reliable? I submit my papers to free journals, but the publication process is quite long and difficult. Because I’m shy and reluctant to believe it, when it came to paying, they refused to meet in person and insisted on payment via online transfer or bank deposit. Can someone here tell me about this issue?
