“After 13 months of intensive construction, it has entered the joint commissioning phase and will be put into operation soon! ”On January 16, within the Gliping Chemical Industry Park in the West District of Panzhihua City, the main structure of the first phase of the 250,000 tons per year coal tar deep processing project was completed. Various pipelines stretched across the factory area, while workers moved among the numerous installations, carrying out installation and testing tasks in an organized manner. The main construction works for the office building, various production workshops, and tank areas have been completed, and final commissioning work is currently in progress. This key project, with a total investment of over 2 billion yuan and an area of 300 mu, is controlled by Ansteel Chemical Technology Co., Ltd. It is implemented in three phases. It is a \"core project\" carefully introduced by Panzhihua to promote the transformation and upgrading of the coal chemical industry; it embodies the local community’s hopes for a shift from traditional coal chemical production to more sophisticated and high-end forms of production. This project will help extend the coal coking industry chain and provide strong impetus for strengthening the regional coal chemical industry chain. Moving toward higher quality and greener practices to drive the transformation and upgrading of traditional coal chemical industries. Entering the production area of the first phase of the project, one can see raw material storage tanks, distillation towers, heating furnaces, etc., all standing tall. The numerous pipelines function like industrial \"veins\", connecting various production units together to form a cohesive whole. Here, coal tar undergoes a magnificent \"transformation\"; through various stages of processing, it is converted from a raw material into a range of high-quality chemical products such as asphalt, anthracene oil, and washed oil, thus becoming chemical raw materials with high added value that are widely used in fields such as advanced manufacturing. Behind the seemingly complex pipeline layout lies the key to the project’s green transformation in the coal chemical industry. In January 2025, the Provincial Development and Reform Commission’s review comments on the project’s energy efficiency report indicated that the project’s energy efficiency level was at an advanced level for the industry. “From raw material feeding to product discharge, the entire process takes place within pipes. ”Liu Jianyong, director of Sichuan Lvxinding Carbon Industry Co., Ltd., said that the production technology has been upgraded through iterative improvements, moving steadily toward higher standards and greater sustainability. Taking continuous vacuum distillation, the main production process, as an example, the use of pipes of different colors together with systems such as waste heat recovery enables a significant reduction in gas consumption; the heat from asphalt and distillates is fully utilized, resulting in almost no visible emissions from the exhaust gases. The double-furnace double-tower process used in the industrial naphthalene distillation unit incorporates \"green technology\"; the two distillation towers work in harmony with the heating furnace, which not only results in a simple and easy-to-control process but also significantly increases the yield of naphthalene. By separating naphthalene from phenol oil and methylnaphthalene oil, this approach further enhances the purity of the product. As planned, the project will in the future expand into high-value areas such as benzene hydrogenation and needle coke. Once all phases of the project are completed, a full-chain system of \"basic chemicals – fine chemicals – high-end new materials\" will be established. Providing excellent frontline support and ensuring coverage throughout the entire project lifecycle: it took only 13 months from the start of construction to the commissioning phase. Faced with various challenges such as a tight schedule, heavy workload, complex geological conditions, and construction during the rainy season, the efficient progress of the project was made possible by comprehensive support and assistance. In terms of infrastructure, the park has also established supporting facilities such as a special services fire station, a hazardous materials parking lot, and an intelligent monitoring and control platform. Dual water sources and dual power supplies ensure the smooth construction and operation of the project. For Panzhihua, the completion and operation of this project are of great significance; it will not only enable the efficient utilization of the abundant coal tar resources in the Panxi region but also serve as a strong model that can drive development and strengthen the regional coal chemical industry chain. As the leader of the new generation of coal chemical industry chains, this project is continuously generating a strong agglomeration effect. “Since the project was launched, we have carried out more than 20 targeted investment promotion efforts focused on the industrial chain, aiming to attract additional enterprises from upstream and downstream sectors and thus achieve the transformation and upgrading of the coal chemical industry. Relevant projects have been successfully contracted, and the benzene hydrogenation supporting project has been included in the investment plan. ”A relevant official from the park management committee stated that going forward, relevant resources will be fully utilized, with an optimal business environment and strong support for various elements serving as the foundation to ensure that related projects can proceed efficiently, with signing leading to immediate implementation, commencement of work right after signing, and production starting as soon as work begins. Every effort will be made to develop a new generation of coal chemical industry clusters, thereby injecting strong momentum into the high-quality development of the park. 250,000 tons/year tar processing project: With a total investment of 2.052 billion yuan and covering an area of 300 mu, it will be constructed in three phases to build a production line capable of processing 250,000 tons of coal tar per year. One phase of this investment amounts to 452 million yuan, which is used to build production lines with an annual capacity of 128,000 tons of asphalt, 68,000 tons of anthracene oil, and 21,000 tons of raffinate, along with the necessary supporting facilities ； Phase 2 plans to build a 150,000-ton benzene hydrogenation production line ； Phase three focuses on the high-value-added product segment, aiming to build a 80,000-ton needle coke production line. Once the project is fully completed, it is expected to create more than 370 new job opportunities.
