Are fire hydrants required in the coal belt corridors?

Recently, fire and safety inspections have required the installation of fire hydrants in the coal conveyor belt corridors. Are there any regulations or standards governing this?
Will a fire extinguisher work? Is a fire hydrant still necessary?
It can be designed in accordance with GB50414-2018. The standards state that an indoor fire hydrant system is not necessary in corridors, but local authorities require such a system to ensure safety. In reality, however, it’s impossible to enter those areas in the event of a fire; therefore, I think an automatic sprinkler system would be a better option.
