Announcement on the Procurement of Surface Thermocouples for the Gasifier in the IGCC and Ammonia Synthesis Upgrade Project of China Fifth Ring Corporation-Hongyi Chemical Co., Ltd. Procurement Conditions The funds required for the IGCC distributed energy carbon neutrality application demonstration project and the green upgrade project for ammonia synthesis carried out by China Fifth Ring Engineering Co., Ltd. have been secured; thus, the procurement process for surface thermocouples for the gasifier in the IGCC and Ammonia Synthesis Upgrade Project of China Fifth Ring Corporation-Hongyi Chemical Co., Ltd. can now proceed (Bid Number: 21136-IM52-PP). The tenderer is China Wuhuan Engineering Co., Ltd., and public competitive negotiation procurement is now being carried out. 2. Procurement Content and Scope 2.1 Procurement content and scope of this project: (1) Lot (package) number: 21136-IM52-PP/01; Lot (package) name: Wuhuan Company – Hongyi Chemical IGCC and Ammonia Synthesis Upgrade Project – Surface thermocouples for the gasifier. Procurement content and scope: 2 sets of surface thermocouples for the gasifier. 2.2 Delivery period: 3 months. 2.3 Delivery location: Project site. 2.4 Quality standards or main technical performance indicators for the goods: See technical requirements for details. 2.5 Other: None. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: 3.1* Qualified suppliers include registered suppliers. 3.2 Qualified supplier for the general contract of Hongyi Chemical’s IGCC and ammonia synthesis upgrade project. 3.2 Bidders shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
