Wind protection for dry quenching coke units

Our company’s dry quenching system is unable to remove coke when strong winds blow; do anyone have any good suggestions?
Could it be expressed in more detail? Personal understanding: Is there a safety risk associated with the movement of the coke drum lifting device in windy conditions, due to the concern that it might deviate from its path?
