Recently, the 350,000 tons per year coal tar hydrogenation project of Xinjiang Jiaxin Energy Technology Co., Ltd. has produced qualified products; the entire commissioning process was safe and stable, with the plant starting up successfully on the first attempt. The project is located in the Yila Lake Circular Industrial Park in Toksun County, Turpan City, Xinjiang. With a total investment of 2.869 billion yuan and an area of 1,600 mu, it is a key energy project added during the later phase of the 13th Five-Year Plan, as well as a key project under Xinjiang Uygur Autonomous Region’s 14th Five-Year Plan. Upon completion, the project will become an important demonstration base in Xinjiang for coal-based clean energy and fine chemical industries, providing significant support for the development of the core areas under the Belt and Road Initiative as well as for achieving the dual-carbon goals. The clean energy cogeneration project of Xinjiang Jiaxin Energy Technology Co., Ltd. (former name: Xinjiang Energy Group Toksun Clean Environmental Protection Technology Co., Ltd.) is located in the Toksun Energy Heavy Chemical Industrial Park. The main construction components include a 4.5 million-ton coal preparation and washing system, a plant with an annual capacity of 3 million tons for coal pyrolysis to produce 1.8181 million tons of clean coal (based on the coal fed into the furnace), a plant with an annual capacity of 350,000 tons for tar hydrogenation, and four units for producing hydrogen from gas at a rate of 40,000 m3/h. In May 2023, the Xinjiang Department of Ecology and Environment issued a public announcement regarding its approval for the Xinjiang Energy Toksun Clean Energy Cogeneration Project. It is reported that this project will make full use of the high-quality coal resources in Tuoxun County. By implementing an industrial demonstration project for the deep processing of coal through \"million-ton-scale pyrolysis,\" it will drive the transformation and upgrading of traditional coal chemical technologies, gather financial, technical, and human resources, and accelerate the adjustment of the local industrial structure as well as economic transformation. Coal deep processing will be utilized as an important source for diversifying the supply of oil products, natural gas, and petrochemical raw materials, thereby fostering a development pattern in which the advantages of the refining, petrochemical, and natural gas industries complement each other. This approach will help to increase the added value of related products, resulting in an integrated industrial chain for the deep processing of coal into clean energy sources with significant demonstrative value. Construction Period: The construction period is 27 months, starting in August 2022 and ending in October 2024.
Contents of the Project: The main components of this project include the processing of 4.5 million tons of coal for preparation, the production of 1.8181 million tons of clean coal per year through coal pyrolysis, the hydrogenation of 350,000 tons of tar per year, the production of hydrogen from coal gas at a rate of 40,000 Nm3/h, as well as processes for phenol and ammonia recovery. Additionally, there will be supporting facilities such as water supply systems, power supply systems, and environmental protection systems. It is understood that the first phase of this project was scheduled to require an investment of 500 million yuan in 2022; to date, 420 million yuan has been invested. The facilities included in this phase are coal pyrolysis units, pyrolysis gas purification units, hydrogen production units, phenol and ammonia removal units, coal tar hydrogenation units, as well as the various utility systems and auxiliary production facilities needed for the entire plant. The project will use vertical carbonization furnaces and dual-fluidized-bed pyrolysis furnaces to process 3 million tons of raw coal per year, with the main output being 2 million tons of clean coal per year, as well as 350,000 tons of products such as tar hydrogenation products per year ; The second phase of the project will further expand the scale of this industry and extend its industrial chain; the total capacity for coal pyrolysis is expected to reach 12 million tons per year, enabling the production of a range of products such as methanol, polycarbonate, polypropylene, ethylene propylene diene monomer rubber, p-xylene polyvinyl alcohol, oxalic acid, and fluorine-based chemicals.
