Call for Tender for High-Pressure Alcohol Catalysts: The First Branch of Shandong Lianmeng Chemical Co., Ltd. (Beiluo Plant) plans to replace its high-pressure alcohol catalysts in May 2017. To ensure the quality of these catalysts, it has been decided to proceed with a tender process for their procurement. The details regarding the bidding are as follows: I. Specifications, quantities, and process conditions: 1. Specifications and quantities: φ5×4～5 – 13.90 cubic meters; φ9×6～7 – 0.44 cubic meters. 2. Technical parameters: Our company uses a non-isobaric alcohol alkylation technique. The high-pressure alcohol stage is preceded by a medium-pressure methanol section, with a design pressure of 12.7 MPa; the design pressure for high-pressure alcohol alkylation is 31.4 MPa. There is one unit with a capacity of 6 m3/min as a backup, and during normal production, the circulation pump is not used for high-pressure alcohol. ①Operating pressure: ~26.0 MPa ② Operating temperature: 200°C–300°C ③ Gas flow rate into the tower: 95,000 Nm3/h ④ Composition of the gas entering the tower: CO: (1.0–2.0)%, CO2: (0.5–1.0)%, H2: 75%, CH4: 1.2%, N2: 20%; total sulfur content ≤ 0.05 ppm, Cl- ≤ 0.05 ppm ⑤ The No. 2 high-pressure alcohol tower uses GC-type internals with a diameter of φ1400 manufactured by Nanjing Guochang Company; these internals consist of two shafts and two diameters, and the filling capacity of the high-pressure alcohol tower is approximately 14.34 m3. Loading capacity per section: 5.68 m3 for two diameters, 3.39 m3 for one diameter, 2.01 m3 for two shafts, 3.26 m3 for one shaft. 3. Technical requirements: ① Under full-load operation, the CO+CO2 level in the gas after alcohol treatment should be ≤200 ppm within two years, and ≤300 ppm within three years. ②Production should not be affected by wax formation within 8,000 hours of normal operation. ③The catalyst has a service life of at least three years, and the furnace temperature cannot be maintained by supplying power due to a decline in activity within those three years. II. Delivery date and place: The catalyst shall be supplied by May 1, 2017, with the exact delivery time to be determined according to the requirements of the buyer. The delivery location is the buyer’s site (Alliance Shares First Branch, Shouguang Beiluo Technology Industrial Park). The cost of catalyst packaging and shipping is borne by the supplier, and these expenses are included in the total price. A penalty of 10,000 yuan per day will be imposed for each day of delay. III. Payment Method: After the contract is signed, the catalyst is installed, and the system operates properly for one month without any quality issues, and once both parties confirm that the catalyst meets the requirements specified in the contract and technical agreement, 50% of the payment shall be made ； 40% of the contract amount is payable after 6 months of normal operation; the remaining 10% serves as a quality guarantee deposit, to be paid in full after one year of normal system operation, once it is confirmed that there are no quality issues with the catalyst. The payment method can also be specified by the bidder, but under the same conditions it will affect the winning bid. IV. Bid Content The bid is divided into two parts: the technical part and the commercial part. The technical part should include the following: 1. Indicate the content of the main components of the catalyst. 2. State the catalyst model and its key technical parameters, such as space velocity, activation temperature, optimal activity temperature, bulk density, compressive strength, maximum heat resistance temperature, specific surface area, etc. 3. Indicate separately the utilization factor of the catalyst at the design space velocity after 1 year, 2 years, and 3 years of use (production intensity in t/m3•h, based on pure alcohol). 4. State the guaranteed values for the technical requirement indicators specified in the tender document. 5. When submitting a technical bid, the following documents must be provided simultaneously: ① A test report on this catalyst issued by **the designated catalyst testing institution within the past 1 year. ② Provide operating data using catalyst systems of the same type, with gas volumes and compositions similar to those required in this tender. ③ According to the bid data: specify the maximum gas processing capacity of the catalyst as well as the optimal processing results, under the condition that this does not affect the catalyst’s service life nor compromise the normal operation of the system. 6. When bidding, bring 100g of catalyst sample. The commercial bid mainly includes the following elements: 1. Valid certificates such as the qualification proof of the manufacturing enterprise, power of attorney from the legal representative, and business license; as well as sales records of this catalyst over the past 3 years, including information on the manufacturers that have used it, the dates of installation, the capacity of the facilities, and the relevant processing techniques. 2. Indicate the unit price (per m3) and total price separately, in accordance with the catalyst specifications and required quantity specified in the bid document. 3. State the payment method, delivery time, and service commitments, etc. 4. Submit suggestions regarding the relevant clauses in our factory’s tender document, as well as preferential measures. 5. Both this tender document and the bid documents (including the technical and commercial aspects) constitute supplementary elements to the contract. Bidders who have objections to the tender document must list them in their bid documents and attach their approved opinions thereon. The bid document must be prepared in accordance with the requirements of the tender document, with detailed content and clear organization. V. Quality Assurance and Services 1. The catalysts provided by the supplier shall meet **industry standards as well as the specifications specified in the bid document. Otherwise, the supplier will be held liable for breach of contract. 2. The supplier is responsible for providing, at no cost, the technical solutions for catalyst activation (heating, reduction) as well as on-site guidance. If the catalyst is damaged during activation due to the supplier’s fault, the supplier shall bear the responsibility. Participants are responsible for their own accommodation and meals. 3. If there are quality issues with the catalyst, the supplier shall send personnel to the buyer’s site within 24 hours upon receiving notification to handle the matter. 4. After the catalyst arrives at the buyer’s site, the buyer shall conduct packaging checks, visual inspections, and sample tests. In the event of any of the following situations, the buyer has the right to require the supplier to resupply, provide an additional quantity, or terminate the contract; if the delivery deadline is affected as a result, it shall be considered a delay in delivery: ① The catalyst does not meet the specifications, quantities, and quality requirements specified in the contract. There are obvious issues such as powdering, low strength, impurities, and moisture absorption. ② Upon sampling and testing, the key parameters fail to meet ** or the enterprise standards. ③ The specific gravity of the catalyst is above the standard. 5. In the event of any shortage or surplus during filling, the supplier is responsible for making up the difference and returning the goods. 6. During the designed service life of the catalyst, excluding reasons on the part of the buyer, if one of the following situations occurs, the supplier shall replace the catalyst at no cost and compensate the buyer for any losses incurred from the time the catalyst can no longer ensure normal production until it is replaced: ① A significant decline in activity, insufficient to maintain normal production. ② The catalyst fails to meet the key technical specifications specified in the technical agreement. VI. Bid Evaluation Method: This tender adopts a negotiation-based bidding approach. The purchaser will form a bid evaluation team that will, based on the supplier’s qualifications, performance record, delivery time, price, quality assurance measures, and service commitments, conduct a comprehensive evaluation to determine the winning bidder. VII. Registration and Bidding Procedures: In accordance with the bidding deadline specified in this tender document, the bidding parties shall send representatives to submit their bids, along with the tender documents, a power of attorney from the legal representative, relevant qualification certificates, and a 100g sample, on the designated date. A bid deposit of 10,000 yuan must be paid in cash at the time of bidding; it will be refunded on the spot to those who do not win the bid ； The amount will be refunded without interest after the winner has completed delivery and fulfilled all obligations under the contract.
