Significant progress has been made in the construction of the Qinghai Damei Ganhe Olefins project. As of the end of December 2017, the overall progress of the project had actually reached 33.81% ； 50% of the fixed asset investment for the project has been completed ； The construction of the three main units for producing olefins, polyethylene, and polypropylene from methanol has been completed to 39%, 50.97%, and 46.93% respectively. The Damei Ganhe Olefins Project is a key construction project during China’s 13th Five-Year Plan period in our province. It represents the fifth billion-yuan-scale project aimed at upgrading the chemical industry, as part of the provincial Party committee and government’s efforts to advance supply-side structural reforms, accelerate industrial transformation and upgrading, and promote the development of the energy and chemical industries as well as new chemical materials in Qinghai Province. The project will use methanol produced by enterprises in the Ganhe Industrial Park of the Xining Economic and Technological Development Zone as raw material, with an annual production capacity of 1.8 million tons of methanol-to-olefins, 300,000 tons of polyethylene, 400,000 tons of polypropylene, along with supporting utility systems, auxiliary facilities, and off-site infrastructure. The total investment in the project is approximately 12.7 billion yuan. It is planned to be fully completed by December 31, 2018, with operations starting in the first half of 2019. This project adopts the world’s most advanced design, procurement, and construction EPC model. Since the full-scale construction of the project began on March 23, 2017, 12 EPC general contractors, 23 construction firms, 11 supervision, inspection, and quality control agencies, along with over 3,000 workers, have been working tirelessly to advance the project’s construction. On December 11, the polypropylene unit of the Qinghai Damei Ganhe Olefins Project, which is under the general contract of Sinopec Shanghai Engineering Company, witnessed the lifting of its first large-scale equipment. The reinforced concrete structures of the methanol-to-olefins complex, the polyethylene plant, and the polypropylene plant have all been completed. All 13 oversized, custom-made equipment units manufactured on-site were installed as planned. Large-scale equipment such as the methanol-to-olefins reactor and regenerator, as well as the polyethylene and polypropylene reactors, were lifted into place, and some process equipment was also installed; thus, all three main plants entered the installation phase... By the end of December 2017, the first-time pass rate for quality inspections of the project’s civil engineering works was 99.6%, while the first-time pass rate for non-destructive testing was 98.3%. The project was carried out safely for 973 days, with 719,071 safe man-days logged, and all aspects of the project’s quality met the required standards. 2018 was the “installation year” for the Qinghai Damei Ganhe Olefins project. Once completed, it will become another landmark project in our province for developing a circular economy and achieving comprehensive resource utilization.
