The million-ton-scale coal-based ethylene glycol project is planned to adopt a completely new technological approach, using methanol, hydrogen, and CO as raw materials, without the need for oxalate intermediates. On March 8, 2018, the groundbreaking ceremony for Inner Mongolia Jutai New Materials Co., Ltd.’s project to produce 1 million tons of ethylene glycol per year was held in the Tuoketuo Industrial Park in Inner Mongolia. Inner Mongolia Joutai New Materials Co., Ltd.’s project for producing 1 million tons of ethylene glycol per year is located in the Tuoketuo Industrial Park. In June 2017, it was decided to change the product scope of this project: instead of producing 1.7 million tons of coal-based olefins and related fine products per year, the focus will now be on producing 1 million tons of ethylene glycol per year. Public information from September 2017 indicated that the project was funded through an industrial guidance fund, with China Energy Engineering Group Co., Ltd., Aerospace Changzheng Chemical Engineering Co., Ltd., and Inner Mongolia Jiutai Group Co., Ltd. investing in it on a cooperative basis. The total investment in the project is 11.7 billion yuan, with a total land area of 2,050 mu. The project's capacity is 1 million tons of ethylene glycol per year. The project construction period is 3 years, with completion and operation scheduled for 2020. Once in operation, it is expected to generate annual sales revenue of 7.8 billion yuan and profits and taxes amounting to 3.66 billion yuan. In September 2017, the environmental impact assessment documents for Inner Mongolia Jiu Tai New Materials Co., Ltd.’s project to produce 1 million tons of ethylene glycol per year, as published by the Hohhot Environmental Protection Bureau, indicated that the coal-based ethylene glycol production process used in this project was different from the currently dominant \"syngas oxalate route\" for producing ethylene glycol from coal. According to the information in the public announcement documents, the capacity for syngas production in this project is 372,725 standard cubic meters per hour (of effective gases CO+H2); the capacity of the methanol production unit is 640,000 tons per year, while the capacity of the ethylene glycol production unit is 1 million tons per year. The capacity of the air separation unit is 130,000 standard cubic meters per hour. Product plan: The main product is ethylene glycol at a production volume of 1 million tons per year, while the by-products are diethylene glycol at 24,000 tons per year and sulfur at 11,201 tons per year. The intermediate products of the project also include 1.0384 million tons per year of formaldehyde (55%). According to the information in the public notice, the coal-to-gas facility of the project includes coal preparation, gasification, shift reaction, low-temperature methanol washing, sulfur recovery, CO cryogenic tank, and PSA-H2 units. The methanol plant of the project includes methanol synthesis and methanol distillation units. Project ethylene glycol plant includes a formaldehyde unit, a hydroxycarboxylic acid process unit, an esterification unit and hydrogenation unit, as well as a refining process.
