Recently, a special meeting was held by Xinjiang Tianye (Group) Co., Ltd., Donghua Engineering Technology Co., Ltd., and Beijing Sino-US Longying Risk Management Consulting Co., Ltd. to conduct a HAZOP analysis of the design plan for this project. At the meeting, representatives and experts from various parties conducted in-depth discussions on all the key process flows and critical equipment within the overall project design. Hazard identification, determination of responsible parties for hazards, analysis of potential consequences, and formulation of preventive measures were carried out from aspects such as production management, processes, safety, equipment, electricity, and instrumentation. As a result of the meeting, a HAZOP analysis and mitigation report for the project design was prepared, listing 24 hazard items along with corresponding preventive measures; this provided crucial technical support for the subsequent implementation of the design as well as for the future operation and management of the project. At the end of the meeting, the participants and experts unanimously gave high praise to the risk assessment for the project as well as the design of the corresponding protective measures, believing that the current design fully meets the requirements for the safe and reliable operation of the project in the future. It is understood that the HAZOP analysis method approaches issues from a scientific and systematic perspective, aiming to pre-identify, analyze, and evaluate potential hazards in engineering projects or production facilities. It identifies issues related to the design of these facilities as well as their operation and maintenance procedures, and provides suggestions for improvement, thereby enhancing the safety and operability of the process. This method also serves as a basis for making decisions regarding the establishment of basic disaster prevention measures and emergency response plans. Since the establishment of the 600,000-ton ethylene glycol project, Tianye Group has attached great importance to safety measures throughout the project construction process. From the initial stages of construction, the SIS safety instrumentation system was designed in conjunction with the process systems and equipment. The successful holding of this HAZOP analysis meeting has laid a solid safety foundation for the subsequent implementation of the project design and the actual construction work.
Conducting a HAZOP analysis jointly by the project owner, the design institute, and third parties is currently considered a standard approach; it allows for the integration of the expertise from all three parties, enables the development of plans to mitigate project risks, and facilitates the appropriate selection of hardware and software, thereby contributing to the safe operation of the project.
