Since 2018, the project aimed at adjusting the raw material structure for ammonia production and simultaneously producing 600,000 tons per year of ethylene glycol at Hubei Sanning Chemical Co., Ltd. has made steady progress, with all scheduled milestones being met on time. On February 27 and March 6, the process packages for the urea section and the purification section of the project were reviewed and approved respectively; the design work for the other sections as well as various technical exchanges are being carried out in accordance with the plan. To date, a total of 2.21 million cubic meters of earthwork has been completed for the site grading of the project. The cables for temporary office use have been installed. By the end of this week, the concrete pour for the parking lot, cafeteria, and outdoor areas will be completed. The main framework of the temporary office structures at the project headquarters has already been erected, and by early April, some of the project staff will move in to work on site. On February 9, 2018, the groundbreaking ceremony for Hubei Sanning Chemical Co., Ltd.’s project to adjust the raw material structure for ammonia production and to produce 600,000 tons per year of ethylene glycol was held in the Yaojiagang Chemical Industrial Park in Zhijiang City. The total estimated investment for this project is 10 billion yuan, with a planned construction period of 24 months; completion and operation are expected by December 2019. On March 9, the on-site signing ceremony was held for the ethylene glycol project of Sanning Chemical, a bank-enterprise cooperation project worth 2 billion yuan. Jin Wenjun, the financial director of Hubei Sanning Chemical Co., Ltd., said that the ethylene glycol project undertaken by Sanning Chemical requires a large amount of funding, around 10 billion yuan in total. The support from banks such as the Hubei Branch of the China Development Bank and Hubei Bank will enable the project to progress smoothly and ensure timely construction. The project in Hubei for adjusting the raw material structure of ammonia synthesis and producing 600,000 tons per year of ethylene glycol is based on the 520,000 tons per year ammonia production capacity of Sanning Company’s urea plant and Tiantian Company’s plants. Without increasing this capacity, the existing urea production facilities that use bituminous coal as raw material and rely on atmospheric-pressure batch fixed-bed gasifiers, atmospheric-pressure desulfurization processes, and high-pressure ammonia synthesis, as well as the downstream urea and ammonium bicarbonate production units, are to be phased out. A new facility will be built using Shenhua’s high-quality coal as raw material to produce 400,000 tons per year of ethylene glycol and 520,000 tons per year of synthetic ammonia ； Using sulfur as raw material, 800,000 tons per year of industrial-grade sulfuric acid is produced. In December 2017, after 6 months of preparatory work, Yichang Tiantian Chemical Co., Ltd., a subsidiary of Hubei Sanning, incurred losses of 350 million yuan and was completely shut down and demolished. It is reported that Hubei Sanning has invested 10 billion yuan in this project. On one hand, this is to phase out those urea factories with relatively outdated production technologies that are located near the Yangtze River, setting an example by ensuring that no such factories remain within one kilometer of the river within three years. On the other hand, the company adopts the most advanced processes, technologies, and equipment available both domestically and internationally to facilitate its transition from traditional fertilizers to new materials. Hubei Sanning Chemical Co., Ltd. was formerly known as Zhijiang County Fertilizer Factory, and was established in 1970. In 1993, it was restructured as a state-controlled joint-stock company on a pilot basis, and in 2001 its ownership was privatized through a reform involving \"two replacements\". In 2007, it came under the control of Shanxi Jincheng Non-Coking Coal Industry Group Co., Ltd., a large state-owned enterprise.
