On May 22, the Phase 1 project of Liaoyuan Wind Power Green Hydrogen Production Project carried out by Liaoyuan Tianying Hydrogen Production Technology Co., Ltd. was approved for registration; The annual 800,000-ton green methanol production project of Liaoyuan Tianying Zhichun Technology Co., Ltd. in Liaoyuan has been approved for implementation. The Liaoyuan Wind Power-based Green Hydrogen Production Project (Phase I) aims to build a production line capable of producing 27,000 tons of green hydrogen per year, with a production rate of 56,000 Nm3/h. With a total investment of 1,149.2723 million yuan, the main scale and scope of the project include: the construction of a green hydrogen production line with an annual capacity of 27,000 tons, producing 56,000 Nm³/h of green hydrogen. The company responsible for this project is Liaoyuan Tianying Hydrogen Production Technology Co., Ltd. Construction is scheduled to begin in July 2024, with completion expected by December 2025. The Liaoyuan project for the annual production of 800,000 tons of green methanol includes one methanol production unit with an output of 150,000 tons per year, and another unit with an output of 650,000 tons per year; one distillation unit with a capacity of 150,000 tons per year, and another unit with a capacity of 650,000 tons per year. There are also 8 methanol storage tanks, one warehouse, one comprehensive maintenance station, and one testing and analysis building. The project is constructed in phases, with the first phase producing 150,000 tons per year of methanol. According to Tianyancha, Liaoyuan Tianying Hydrogen Production Technology Co., Ltd. was established on April 17, 2024. The company is indirectly wholly owned by China Tianying Co., Ltd. (referred to as “China Tianying”). Public information shows that China Tianying is a large-scale international listed company engaged in zero-carbon environmental protection and new energy, smart cities, and environmental services, as well as the recycling of renewable resources. Its business scope includes smart environmental services, waste-to-energy generation, new energy power generation, regional energy centers and hydrogen energy centers, as well as the investment, construction, and operation of circular economy industries. It is also involved in the reduction, resource utilization, and harmless treatment of waste such as kitchen waste, hazardous waste, and construction waste, as well as the research, development, and manufacturing of environmental protection technologies and energy storage technologies. It is understood that China Tianying entered the new energy industry in 2021, signing an \"New Energy Industry Investment Agreement\" with the people’s government of Rudong County to establish a deep strategic partnership in areas such as tidal flat photovoltaic power generation, offshore wind power, energy storage, hydrogen energy, and zero-carbon data centers ; In 2022, it officially signed the world’s first strategic cooperation agreement for a 100MWh gravity energy storage project with the Energy Investment Committee of the China Investment Association, the American company STERA Energy, and Sky Tower (Beijing) Energy Storage Technology Co., Ltd., using gravity energy storage as a starting point to fully enter the new energy sector. Entering 2024, China Tianying has accelerated its efforts in the hydrogen energy sector. Recently, China Tianying stated on an interactive platform that, with the successive introduction of favorable policies for hydrogen energy, the company will accelerate the development of its hydrogen energy business building on its existing projects. On March 12, China Tianying Co., Ltd. (referred to as “China Tianying”) reached a strategic cooperation framework agreement with the People’s Government of Zhangye City and the Energy Investment Committee of the China Investment Association. In early April, a subsidiary of China Tianying signed a Project Cooperation Agreement for the Development of an Integrated Wind, Solar, Energy Storage, Hydrogen, Ammonia, and Alcohol Project with ** in Anda City, Heilongjiang Province. The Tianying integrated hydrogen, ammonia, and alcohol storage project in Anda City has a total investment of around 16.95 billion RMB. The project’s new energy capacity amounts to 1.8 GW, of which 1.4 GW comes from wind power and 0.4 GW from photovoltaic power; in addition, 140 MW/280 MWh of energy storage capacity is provided through systems such as gravity storage ; The green hydrogen plant has a capacity of 100,000 tons per year, the ammonia plant has a capacity of 38,000 tons per year, and the methanol plant has a capacity of 620,000 tons per year. On April 12, China Tianying’s integrated project for wind, solar, hydrogen, ammonia, and alcohol production in Liaoyuan began construction there. The project plans to install 2.639 GW of wind and photovoltaic renewable energy capacity, with an annual production of 150,000 tons of green hydrogen and 800,000 tons of green methanol. The first phase of the project will focus on the production of 150,000 tons of green methanol; this is China Tianying’s first green hydrogen project to come online. On April 24, the Tianying Integrated Hydrogen, Ammonia, and Methanol Production (Phase I of the chemical project) in Anda City was approved for implementation. The project aims to build a green methanol production line with an annual capacity of 100,000 tons, along with supporting facilities for hydrogen production via water electrolysis and for the production of green carbon. China Tianying has stated that looking to the future, relying on its independently developed, industry-leading smart energy management system, as well as its technical expertise spanning the entire value chain from new energy generation and energy storage to hydrogen chemistry, it is confident and determined to create high-quality demonstration projects related to wind, solar, energy storage, hydrogen, ammonia, and alcohol. These projects aim to produce a range of high-value, sophisticated chemical products, thereby facilitating the local utilization of wind and solar resources and contributing to energy transformation in the region. The Tianying integrated project for wind, solar, hydrogen, ammonia, and alcohol production is aligned with the \"Hydrogen-Driven Jilin\" initiative. By leveraging China Tianying’s technical expertise and the wind and solar resources available in Liaoyuan, it aims to develop a new energy industry ecosystem that integrates power generation, consumption, energy storage, and various applications. The project plans to install 2.639 GW of wind and solar new energy capacity, with an annual production of 150,000 tons of green hydrogen and 800,000 tons of green methanol; the first phase will focus on the production of 150,000 tons of green methanol. It helps Liaoyuan develop a complete new energy industry chain and industrial ecosystem, further facilitating the city’s transformation from a traditional coal-based area into a modern zero-carbon hub.
