Liaoning plans to build over 40 methanol filling stations in cities such as Shenyang, Dalian, and Chaoyang by 2026. According to Hydrogen Energy Hub, the Liaoning Provincial Department of Industry and Information Technology recently issued a response to the proposal submitted at the third session of the 14th Liaoning Provincial People’s Congress, titled \"Suggestions on Accelerating the Production and Widespread Use of Methanol-based Commercial Vehicles in Liaoning\" (Proposal No. 1431055). Liaoning Province replied that it will plan a development path for “two types of methanol” in the next step. Plan scientifically for the overall layout of the entire industrial chain for “the two types of methanol”. That is, by purchasing low-cost methanol externally, to develop downstream chemicals such as olefins/arenes ; The engineering implementation of the low-cost methanol and naphtha coupled technology for the production of olefins/aromatics in Liaoning Province is being advanced from aspects such as raw material acquisition, naphtha process validation, project planning, and renovation and upgrading. By producing green methanol utilizing the properties of biomass raw materials and green electricity, it meets the demand for low-carbon/zero-carbon fuels in the EU market as well as the needs related to methanol fuel vehicles, thereby laying a foundation for Liaoning Province to establish industrial production bases for green methanol. At the same time, methanol storage bases of ** level will be built in Donggang, Yingkou, Jinzhou and other places. Advance the planning and construction of methanol refueling stations to swiftly complete the industrial framework for methanol-powered vehicles in Liaoning Province. Leveraging the advantages of wind and solar energy resources in Liaoning Province to vigorously develop green hydrogen for methanol production ; Encourage existing and newly built gas stations across the province to add methanol filling capabilities, so as to establish a supply system that can meet demand, and support the construction of methanol filling facilities. Additionally, existing gas stations should be upgraded to allow them to add methanol filling capabilities, with simplified approval processes. Promote mobile refueling facilities: Allow companies to build their own mobile refueling stations for internal use, thereby reducing the initial investment requirements ; Establish regional distribution centers: Relying on enterprises such as Shenyang Dalongyang Petroleum, build methanol storage facilities and distribution centers to ensure a stable fuel supply. Advance the construction of methanol vehicle production bases. Efforts should be made to optimize and integrate science and technology innovation hubs, so as to enable various innovation platforms such as national key laboratories and the Liaoning Laboratory to play a greater role. Actively organize efforts to secure **scientific and technological project funding, promote research on key technologies for methanol-based commercial vehicles as well as the development of innovative products, thereby driving the high-quality development of the automotive industry in Liaoning Province. Strengthen the connection between research outcomes and corporate technical needs, and promote in-depth integration of industry, academia, and research in the field of alcohol-hydrogen vehicles. Taking the long-term cooperation between automobile companies in Shenyang, Chaoyang and other places with Geely as an opportunity, we will promote in-depth integration and cooperative operations among various vehicle manufacturers, powertrain producers, and enterprises involved in related components. By leveraging the advantages of our province’s automobile industry, we aim to develop Liaoning Province into an important production base for fuel-cell vehicles in China. Efforts should be made to establish a national research and development center for alcohol-based engines as well as an innovation center for methanol vehicle manufacturing. Together, these facilities will help create in Liaoning Province a base for the research, development, production, and design of methanol vehicles and engines across the country, thereby forming a complete industrial chain and cluster for methanol vehicles. At the same time, the supply system for core components is being improved to achieve local production of key parts; production bases for components such as alcohol-resistant oil pumps, sensors, and liquid storage tanks are being established in cities like Shenyang and Chaoyang. Key enterprises such as Zhejiang Yinlun are being brought in to ensure that the proportion of locally produced core components exceeds 70% within the province. Increase the promotion and use of methanol-powered commercial vehicles in public sectors, and support their equal participation in government vehicle procurement processes. Especially in sectors such as sanitation, logistics, and public transportation, demand-side entities are encouraged to treat methanol-based commercial vehicles on an equal footing with new energy commercial vehicles when acquiring or upgrading vehicles. Methanol-based commercial vehicle manufacturers are encouraged to offer discounts to consumers and provide value-added services. In accordance with policies such as vehicle trade-in programs and the retirement and replacement of old commercial trucks, subsidies are provided to users who retire their vehicles or purchase methanol-powered commercial vehicles. Support and encourage the use of methanol-powered vehicles for official use and taxis, and ensure that methanol-powered commercial vehicles enjoy the same road rights as new energy commercial vehicles. Building on the policy pilot experiences of key cities such as Shenyang, Chaoyang, and Dalian, Shenyang is focusing on establishing a research, development, and manufacturing base for fuel-cell hydrogen-powered commercial vehicles. By leveraging the long-term cooperation between Jinbei and Geely, it aims to increase the production capacity of such fuel-cell electric vehicles ; Chaoyang Construction is establishing a hydrogen-powered commercial vehicle production base to serve markets in the Northeast and Eastern Mongolia regions ; Relying on the Taipingwan Cooperation and Innovation Zone, Dalian is promoting the implementation of projects related to the manufacturing of methanol-based commercial vehicles and the production of green methanol ; Dandong integrates Shuguang’s automotive resources to develop hydrogen-powered electric buses and logistics vehicles, and leverages its port advantages to expand cross-border transportation services. At the same time, a provincial alcohol-hydrogen industry alliance should be established to coordinate policies and standards, infrastructure development, and market promotion across various cities, thereby avoiding duplicate construction. In addition, the provincial finance department actively raises funds to support the promotion and use of new energy vehicles such as methanol-powered cars. Explore a mechanism of \"tax exemptions for methanol fuel consumption combined with the reinvestment of proceeds from carbon trading\" to reduce corporate operating costs. Following the principle of \"stations following the vehicles, with appropriate lead time,\" more than 40 methanol filling stations will be established in key cities such as Shenyang, Dalian, and Chaoyang by 2026, ensuring coverage in all highway service areas and logistics parks.
