Recently, three ministries and commissions—the Ministry of Industry and Information Technology, the Ministry of Finance, and the **National Development and Reform Commission—jointly issued a notice outlining arrangements for carrying out pilot projects on the comprehensive application of hydrogen energy. The notice states that through the “posting challenges and appointing leaders” mechanism, city clusters with a solid industrial foundation, diverse application scenarios, strong guarantees for hydrogen resources, and complete industrial chains will be selected to take the lead in piloting the comprehensive application of hydrogen energy. By 2030, hydrogen energy in urban agglomerations will be applied on a large scale across various sectors. The average price of hydrogen at the end-use stage will drop below 25 yuan per kilogram; in some advantageous regions, it is hoped that this price can be reduced to around 15 yuan per kilogram ; The total number of fuel cell vehicles in the country is expected to double compared to 2025, aiming to reach 100,000 units. The notice calls for giving priority to selecting eligible application scenarios such as fuel cell vehicles, green ammonia and methanol, substitution with hydrogen-based chemical raw materials, hydrogen metallurgy, and hydrogen-blended combustion for pilot projects. Efforts should be made to actively explore innovative applications of hydrogen energy, so as to establish a comprehensive hydrogen application ecosystem comprising “one general application scenario for fuel cell vehicles + multiple application scenarios in various industrial sectors + several innovative application scenarios”. In the area of green methylamine, efforts will focus on improving the economic viability of green methylamine technologies and expanding downstream consumption. This will be achieved by innovating production technologies and processes, as well as promoting large-scale production and application. Integrate the development of renewable energy-based hydrogen production projects, and carry out off-grid hydrogen production in a manner suited to local conditions. Establish stable downstream channels for the consumption of products such as green synthetic ammonia and green methanol. It is strictly prohibited to construct coal-based ammonia-methanol projects under the guise of green ammonia-methanol. The eligibility criteria stipulate that for green ammonia application scenarios, there must be one or more completed or under-construction green ammonia projects, with a production capacity of no less than 100,000 tons per year ; For green methanol application scenarios, there should be one or more completed or under-construction green methanol projects, with a production capacity of no less than 50,000 tons per year ; It has a stable supply of raw materials and product sales channels, and has signed cooperation agreements on the supply and sale of green ammonia and green methanol with enterprises in the upstream, midstream, and downstream sectors ; The renewable energy-based hydrogen production capacity constructed or under construction for green ammonia and green methanol applications shall be no less than 20,000 tons per year and 10,000 tons per year, respectively. The pilot aims to establish a complete industrial chain encompassing the production of hydrogen from renewable energy, green ammonia, and green methanol, as well as their downstream applications. The end-user price for hydrogen is set at no more than 25 yuan per kilogram ; The actual output of green ammonia and green methanol shall not be less than 60% of the designed capacity, thereby establishing stable downstream consumption channels. In terms of substituting hydrogen-based chemical raw materials, the focus is on promoting carbon emissions reductions in major hydrogen-consuming industries such as oil refining and coal chemical processing. Renewable energy-based hydrogen production projects are being developed in a scientific manner to gradually replace current hydrogen production methods that rely on fossil fuels like coal and natural gas. Encourage the development of hydrogen storage and transportation infrastructure. The application requirements stipulate that there must be one or more hydrogen-based chemical projects that have been completed and put into operation ; There is a stable supply of raw materials and product sales channels; cooperation agreements have been signed among upstream, midstream, and downstream enterprises ; The concurrently built or under-construction renewable energy-based hydrogen production capacity shall be no less than 10,000 tons per year, etc. The pilot aims to establish a complete industrial chain encompassing renewable energy-based hydrogen production, green chemical products, and their downstream applications, with the end-user price of hydrogen not exceeding 25 yuan per kilogram. Regarding hydrogen-blended combustion, with the aim of promoting green and low-carbon heating in industrial and residential sectors, and while ensuring safety and reliability, efforts are being made to utilize hydrogen produced from renewable energy as a high-quality heat source. This hydrogen is directly blended into natural gas pipelines or equipment such as industrial boilers and furnaces, with the proportion of hydrogen gradually being increased over time. The notice states that, with the exploration of diverse application scenarios for hydrogen energy as the main focus, efforts should be made to promote its innovative applications in areas such as rail locomotives, ships, mining trucks, forklifts, two-wheeled vehicles, aircraft, backup power sources, combined heat and power generation, new forms of energy storage, electronics, and pharmaceuticals. According to the notice, the central government will adopt a “reward instead of subsidy” approach to provide incentive funds to city clusters. The incentive criteria are tiered based on the application scenarios of end products or the scale of hydrogen usage. The pilot period for each city cluster is 4 years. During the pilot period, the maximum incentive for a single urban agglomeration shall not exceed 1.6 billion yuan.
