Pacifico Mexinol (abbreviated as Mexinol) held a groundbreaking ceremony for the clean fuel complex project in Tepolobampo, Sinaloa State, Mexico, marking the entry into the pre-construction phase. With an investment of $3.3 billion, this project aims to build the world’s largest ultra-low-carbon chemicals plant, operating on a net-zero emissions basis. Full construction is expected to begin by the end of 2026, with production starting between the end of 2029 and the beginning of 2030. The annual production capacity of the project is planned to be 1.8 million tons of blue methanol and 350,000 tons of ultra-low carbon methanol, for a total of 2.15 million tons. The project has received support from multilateral institutions including the World Bank’s International Finance Corporation as well as international investors, and a supply agreement has been signed with Mitsubishi Gas Chemical of Japan. It is expected that the construction phase will create over 6,000 jobs, while the operation phase will generate more than 450 direct and indirect jobs, with the goal of turning Topolobampo into a key industrial hub in North America. The Pacifico Mexinol project (Mexinol) marked the beginning of its pre-construction phase by symbolically laying the first cornerstone, signaling the official launch of one of the most important projects in the global investment in blue and ultra-low-carbon methanol industries. This event reflects the strategic importance of the project for Mexico and its integration into the emerging low-carbon economy. Multilateral organizations, including the International Finance Corporation (IFC), a member of the World Bank Group, are also involved, along with international investors, representatives of development finance institutions, export credit agencies from the United States, Italy, Germany, and South Korea, federal officials, and senior executives from global companies involved in the project’s development. Japan and Italy also sent congratulatory messages, reflecting the wide international and financial support for this initiative. Mexinol is a strategic platform for competitiveness in North America. Equally important to its role in creating economic value and quality employment opportunities in Mexico and the United States is its ability to leverage global resources, infrastructure, and capital to build a world-class chemical facility. These partnerships have made Mexico an important player in the new global chemical industry, strengthened its role in more complex value chains, and optimized the utilization of resources ranging from wastewater to natural gas and green hydrogen. We are building a future for the two countries and strengthening a partnership that can bring tangible benefits to our peoples. The project was developed by Transition Industries, with the participation of the International Finance Corporation; it incorporates international partnerships, including a supply agreement for ultra-low-emission methanol reached with Mitsubishi Gas Chemical Company in Japan. The project also incorporates the Topolobampo Development Center, turning the region into a key hub for industrial development in North America; it created over 6,000 jobs during construction, and will provide at least 450 direct and indirect permanent jobs once it is in operation.
