I. Project Overview 1. Basic Information Project Name: Goldwind Green Energy Chemicals (Xingan League) Co., Ltd. – Goldwind Xingan League Green Hydrogen-based Green Methanol (Phase III) Project Contractor: Goldwind Green Energy Chemicals (Xingan League) Co., Ltd. Location: High-tech Industrial Park, Xingan League Economic and Technological Development Zone, Inner Mongolia; the project will be built on land reserved for the first-phase facility. Nature of the project: Expansion project. Total investment: 2.3 billion yuan. Production capacity: 725,000 tons of green methanol per year; The accompanying upstream wind-powered hydrogen production (Phase 3) project has a hydrogen production capacity of 160,000 Nm³/h. Construction period: Construction is scheduled to begin in May 2026, with completion and commissioning expected in May 2028. 2. The main construction tasks include building new biomass gasification units, methanol synthesis and distillation units, as well as utility and auxiliary systems such as circulating water, power supply, and storage and transportation facilities. The overall approach adopts a technology pathway that combines wind power-driven electrolysis for the production of green hydrogen with biomass gasification to synthesize green methanol, thereby utilizing local wind energy and agricultural and forestry biomass resources to produce carbon-free green methanol. This project is the expansion of the Goldwind Xingan League green methanol production facility; the first phase with an annual capacity of 250,000 tons has already been put into operation and is in the process of reaching full capacity, while the second phase with an annual capacity of 600,000 tons is being developed simultaneously ; Upon the completion of phases I, II, and III, the total annual production capacity of green methanol at the facility will reach 1.575 million tons. 3. Key milestone – On February 12, 2026, the project will complete its registration process ; - The first public disclosure for the environmental impact assessment will be carried out in May 2026, with equipment procurement taking place simultaneously ; - In June 2026, the environmental impact assessment report was accepted and made public, with ongoing improvements to the preliminary administrative approvals. II. Tendering and Procurement Situation 1. EPC General Contracting for the Gasification Unit: Hualu Engineering Technology Co., Ltd. has been appointed as the EPC general contractor, with Hualu being responsible for coordinating the design, procurement, and construction of the gasification unit. 2. Procurement tendering has been carried out (May–June 2026), with multiple rounds of competitive negotiation tenders issued for the gasification units: – Biomass powder pneumatic conveying system – Slag removal machine and slag tank system – Vacuum filtration system – Fuel gas compressor – Low-pressure wear-resistant centrifugal pumps and other mechanical equipment. At present, the focus of the tendering efforts is on the core process equipment for gasification ; The EPC projects for the methanol synthesis and distillation units, as well as the general contracting for civil engineering works, across the entire plant have not yet been subject to large-scale public bidding; more bidding opportunities will be made available in the future. 3. Tendering for upstream facilities associated with the hydrogen production project: The Xing’an League Goldwind Technology wind-powered hydrogen production (Phase 3) project was registered in April 2026, with a total investment of 2 billion yuan; construction is scheduled to begin in September 2026, and tenders for electrolyzers, hydrogen storage, and compression equipment will be launched subsequently. III. Construction Progress As of July 2026, the project has not yet commenced officially; it is currently in the stage of handling preliminary procedures and pre-purchasing equipment: 1. Land conditions: Utilizing the existing reserved land within the factory site, no large-scale land acquisition is required, and the site conditions are suitable ; 2. Site status: No large-scale civil construction or foundation work for the equipment has been carried out yet ; Mainly engaged in detailed geological surveys, development of construction drawings, and preparation of temporary facility plans ; 3. Implementation timeline: Pursue the start of civil construction work by 2026 in accordance with the planned registration schedule ; The project construction will be carried out in phases: the gasification unit will be built first, while the construction of the methanol synthesis plant, tank farms, and utility systems will proceed simultaneously ; 4. Control project cluster: Phase 1 is already in operation, Phase 2 has entered the construction phase, and Phase 3 will be advanced in an integrated manner by drawing on the construction and management experience of Phases 1 and 2. IV. Significance of the Project 1. At the industrial technology level, the large-scale implementation of this project, which involves combining wind power with green hydrogen to produce green methanol from biomass, helps to address the issue of intermittent fluctuations in wind power output. It also contributes to the development of an industrial system for using liquid sunlight in green chemical manufacturing, providing a replicable model for the local conversion of renewable energy sources and the large-scale utilization of green hydrogen in China. 2. The green methanol produced by projects in the field of energy and carbon neutrality is a zero-carbon fuel that can be widely used in areas such as ocean shipping, boiler replacement, and chemical raw materials, thereby helping to reduce reliance on fossil fuels in transportation and the chemical industry ; It helps Inner Mongolia fulfill its energy transition goals and supports the achievement of the region’s ‘dual carbon’ objectives. 3. At the regional economic level, these projects make full use of the advantages related to wind power and agricultural and forestry waste in Xingan League, extending the complete industrial chain that spans wind power, green hydrogen, and green methanol, thereby transforming local resource advantages into industrial strengths ; It drives employment in equipment manufacturing, logistics, and the collection, storage, and transportation of agricultural and forestry biomass, helping Xing’an League to become a leading domestic hub for the green hydrogen, ammonia, and alcohol industries and fostering new forms of productive capacity in the field of new energy. 4. Upon completion of the three phases at the enterprise and market levels, it will significantly increase Goldwind Science & Technology’s production capacity for green methanol, enhance the country’s ability to supply green methanol in a stable manner, boost China’s competitiveness in the global zero-carbon fuel supply chain, and keep pace with the trends in low-carbon policies within the international shipping and chemical industries.
