On February 25, news came from the management committee of the Xining (**-level) Economic and Technological Development Zone: The project undertaken by Qinghai Damei Coal Industry for the comprehensive utilization of exhaust gases to produce olefins (hereinafter referred to as the “Damei Coal Industry project”) has entered the production preparation phase, with plans to commence operations at an appropriate time this year. It is expected to generate annual sales revenue of 6.53 billion yuan and profits of around 739 million yuan. The Damei Coal Industry project is located in the western area of the Ganhe Industrial Park within the economic development zone. With a total investment of 12.7 billion yuan, it is a key construction project under the province’s 13th Five-Year Plan, and it holds several national firsts. The project’s capacity is 1.8 million tons per year of olefins produced from methanol, 300,000 tons per year of polyethylene, 400,000 tons per year of polypropylene, along with the necessary utility systems, auxiliary facilities, and external infrastructure. Construction on the project officially began on March 23, 2017; after a 21-month construction period, the construction of various units and utility systems began to be completed in phases. By December 2018, the regional substation, coal unloading and storage facility, polypropylene plant, polyethylene plant, and methanol-to-olefins plant of the project’s systems engineering phase had successively completed their mid-term handover. Bai Yongqiang, the chief commander of the construction of the project for the comprehensive utilization of exhaust gases from Qinghai Damei Coal Industry to produce olefins, as well as the chairman of Qinghai Damei Coal Industry Co., Ltd., said that this project employs the most advanced and mature environmental protection technologies available both domestically and internationally, with various emission standards and economic performance indicators exceeding those set by the industry and relevant standards. Among them, the project achieves zero discharge of wastewater, taking advantage of the use of new processes and technologies ； The project’s energy consumption indicators are lower than those of the leading industries in China, which significantly enhances Qinghai Province’s technical capabilities in the comprehensive recovery of exhaust gases. It is a landmark project for the development of a circular economy, as well as a valuable measure to deepen supply-side structural reforms, implement the \"one excellence, two highs\" strategy, and pursue the new approach of \"four transformations.\" It holds great significance for promoting the transformation and upgrading of the province’s industrial structure and accelerating the high-quality development of its industrial economy.
