On June 26, reporters learned from the Office of the Leading Group for the Rectification of Environmental Protection Inspection Issues in Yan’an City that Huangling Coal Chemical Company has taken proactive measures to address the environmental pollution problems existing within its facility. In line with the requirements set by central and provincial authorities regarding environmental protection, the company has strengthened its responsibility in this area and launched 23 projects aimed at improving environmental conditions. As a result, emissions of various pollutants have been effectively controlled and reduced, leading to significant improvements in both the factory premises and the environment surrounding it. Huangling Coal Chemical Company is located in the Coal Chemical Circular Economy Park in Diantou Town, Huangling County. By taking advantage of the coking coal resources available from Mine No. 1 of Huangling Mining Company, as well as the low transportation costs due to its proximity, the company has established a circular economy industrial chain that involves the processing of high-quality coal for coking, the purification of coke oven gas to produce chemical products, the conversion of refined coke oven gas into methanol, and the production of synthetic ammonia from the gases released during methanol production. On April 14, 2018, after the program Focus Interview on China Central Television reported on the environmental pollution issues at Huangling Coal Chemical Company, the company actively invited relevant industry experts to conduct thorough studies and evaluations. It formulated an \"Implementation Plan for Suspension of Operations for Rectification\" as well as a \"Plan for Improving Safety and Environmental Protection Measures.\" More than 200 million yuan was invested in repairing, upgrading, and replacing the existing environmental protection facilities, and efforts were made to bring the levels of flue gas, dust, and odors under control or improve them further; new water and gas treatment facilities were also built. To date, all 23 environmental protection improvement projects implemented by the company in phases, including those for desulfurization and denitrification of coke oven flue gas, control of dust generated during coal loading and coke pushing in coke ovens, and upgrading of desulfurization liquid salt extraction processes, have been completed. Meanwhile, since the desulfurization fluid leak incident at Huangling Coal Chemical Company in December 2016, the company has carried out thorough inspections of all pipes, valves, pipe racks, supports, and other components throughout its system. It corrected 50 issues or potential hazards by checking each item against the relevant drawings. In response to the 61 hazards identified during a joint inspection by four departments including the Yan’an City Work Safety Bureau, the company took corrective actions to address problems such as the absence of denitration facilities in the thermal power workshop and the lack of partitions between underground tanks (for sulfuric acid, liquid alkali, and washing oil). The reporter learned that in 2019, Huangling Coal Chemical Company decided to invest over 80 million yuan in carrying out 15 pollution control and improvement projects, including coke pushing, flue gas desulfurization during coal loading, and waste heat recovery from the rising pipes. Currently, the progress of 15 projects is over 70%.
