Following inspections and confirmations by the relevant departments, as well as the final verification by the project team, the center’s staff completed the feedback on issues related to the \"three inspections and four determinations\" process. The construction company finished the design changes, and now the process equipment in Unit A of the synthesis and purification facility meets the requirements for commissioning. The purification process serves as a link between different stages of the company’s overall workflow; it is a crucial element that enables the company to produce qualified products. During the construction process, purification units are characterized by long process flows and high construction difficulties. The project team and PMC personnel played a pivotal role in construction quality inspections as well as in ensuring safe and orderly construction, laying a solid foundation for the handover of this purification unit. Many hands make light work; through the joint efforts of all parties, the purification of Unit A was completed successfully, marking the beginning of a trend of achieving high-standard completion for all of the company’s facilities. The Liaoning Datang International Fuxin Coal-to-Natural Gas Project was officially approved by the **National Development and Reform Commission on March 5, 2010. It is the third coal-to-natural gas project in China to receive approval from this commission. It represents the first project in Fuxin’s coal chemical industry cluster, as well as the largest single-investment project in Liaoning Province in recent years. It also serves as a landmark project for Fuxin’s efforts to transform its economy as a city facing resource depletion. The project covers an area of 354.35 hectares, with a construction scale of 4 billion cubic meters per year of coal-to-natural gas production (12 million cubic meters per day). It will be developed in three phases on a rolling basis, each phase having a capacity of 1.3 billion cubic meters per year. The coal used for project planning comes from the lignite produced by Datang Xilinhot Dongshengli No. 2 Coal Mine. The coal is processed using the pressurized gasification technology; through units such as low-temperature methanol washing, sulfur recovery, and methanation, high-quality natural gas is generated, while by-products such as tar, mixed benzene, crude phenol, sulfur, ammonium sulfate, and liquid ammonia are also produced simultaneously. The project also includes the construction of a natural gas pipeline with a total length of 344 kilometers. Once in operation, it will supply gas to Shenyang via the Fuxin–Shenyang main pipeline, and branch lines will be established from this main pipeline to supply gas to cities in central Liaoning such as Tieling, Fushun, and Benxi. The series of projects under the Tangda project officially commenced construction in July 2011. After going through initial construction phases and periods of delayed progress, the project resumed full-scale construction on April 12, 2018, entering a phase of rapid development. Currently, the overall progress of the main units at Datang Chemical is 95%, the installation of process pipelines is 99%, the pressure testing of process pipelines is 71%, and the installation of electrical instruments is 95% ； The overall progress of the wastewater treatment facility is 78%; the civil construction of the pre-treatment and membrane treatment buildings has been completed, the steel structure has been largely installed, equipment installation is 98% complete, and the installation of process pipelines is 30% done ； The masonry work for Plant 1 of the wastewater treatment evaporation crystallization facility has been completed, with 80% of the plastering work finished; the main structure construction of Plant 2 is complete ； The pipeline installation and pressure testing for the section of the off-site gas transmission pipeline from Fuxin to Shenyang have been completed; 78% of the fiber optic cable laying is done, 95% of the potential hazards have been rectified, and the main structures and process pipelines are currently being installed in the 7 valve rooms ； 80% of the renovation work at Fuxin’s first station has been completed, equipment installation is finished, and 60% of the prefabrication and installation of process pipelines have been done. To accelerate project construction, this year ‘Datang’ has made every effort to speed up the completion of remaining construction tasks, to ensure proper management of the production trials for the first-phase facility, and to push forward with the implementation of the peak-shaving projects. Progress is being made simultaneously in the three areas of project construction, operational production, and external conditions, with dedicated efforts being made in each area to ensure that the first-phase project is delivered to high standards, that its trials are carried out with high quality, and that the civil engineering work for the peak-shaving projects is completed on time, thereby achieving the goal of starting gas production by the end of 2019. During the continuation of the project, \"Datang\" adhered to the overall project control plan, paid close attention to construction process management, strengthened supervision and inspection to ensure construction quality. As a result, the project’s construction management progressed in an orderly manner, engineering quality control was gradually enhanced, the identification of potential quality issues was carried out comprehensively, and civilized construction practices saw significant improvement. To improve the supervision and contractor management systems, rectification efforts were carried out across the entire company. Comprehensive inspections and improvements were made in areas such as personnel allocation, requirement for certified personnel, system establishment, and on-site conditions. Projects were only resumed after they met the required standards; thorough rectifications were conducted by Datang Fuxin Coal-to-Natural Gas Company, the supervision units, and the construction teams, to ensure that the projects progressed safely, efficiently, and to high quality.
