Jiuquan Accelerates the Development of the Coal Chemical Industry Chain Author/Source: Collaborative Group on Advanced Processing and Hydrogenation of Coal Tar Date: 2021-01-13 Clicks: 29 In the context of the transformation and upgrading, as well as high-quality development of the fine chemical and coal chemical industries, Jiuquan has optimized its industrial layout, sought to transform the chemical industry fundamentally, extended and improved its industrial chains, and created new drivers for economic growth. This approach aims to promote the development of fine chemicals and coal chemicals in a cleaner, more scalable, and circular manner. In building industrial bases for fine chemicals and coal chemical industries, Jiuquan City relies on the Yumen Oilfield to develop industrial chains in which the petrochemical industry and fine chemicals complement each other as upstream and downstream sectors, thereby further improving the efficiency of industrial cycles. In recent years, Jiuquan City has taken advantage of the major transportation routes established by its land port hub for transporting coal from Xinjiang to the east and from Mongolia to the south. It has actively embraced the gradual shift of industries from the central and eastern regions, introducing a number of fine chemical projects such as those related to coal-based olefins, methanol, and pharmaceutical intermediates. The city has established three provincial-level chemical industrial parks: the Yumen Jianhua Park, the Jinta Beihewan Park, and the Guazhou Liugou Park. It has also worked to develop key enterprises such as Guazhou Xinyuan Energy and Yumen Haohai Coal Chemicals, thereby promoting the mutual development and integrated growth of traditional energy industries and new chemical industries. Yumen City in Jiuquan continues to strengthen the growth drivers of the fine chemical and coal chemical industries, fostering a new trend in momentum transformation. Continuously introduce projects related to coal coking and the selective utilization of coal, and vigorously develop projects for the deep processing of coke oven gas, coal tar, and crude benzene, in order to further expand the production capacity of the coal chemical industry. Focusing on high-value products such as new chemical materials, chemical additives, polymer chemicals, active pharmaceutical ingredients, and finished drugs, a number of high-tech, high-value fine chemical enterprises that produce chemical intermediates and end products will be introduced. This will help to extend and improve the industrial chain, create new drivers of economic growth, and promote the development of coal chemistry and fine chemicals in a cleaner, more scalable, and circular manner. By 2021, the city aims to have a coal chemical production capacity of 6 million tons, with the output value of clean chemical industries exceeding 7 billion yuan; it also intends to develop the chemical industrial park into a provincial-level chemical industry park with leading comprehensive capabilities. The Liugou Coal Chemical Industry Park has a total planned area of 30.72 square kilometers. Leveraging its geographical and energy advantages, it has successfully attracted more than 60 coal chemical, fine chemical, and waste-utilization projects with high added value and strong core competitiveness, including those from Gansu Shuquan Energy, Guanghui Energy, Chengyu Lanthanum Carbon Tail Gas Comprehensive Utilization, and Xinyuan Energy. A preliminary industrial chain has been established: one focused on coal processing, coal tar, coal tar hydrogenation, coal-to-natural gas production, and coal storage and transportation in the field of coal chemistry; another in fine chemicals, centered on dyes, pharmaceuticals, and pesticide intermediates; and a third related to waste utilization from industrial activities. The Liugou Coal Chemical Industry Park, taking into account the industrial sectors such as coal chemicals, new chemical materials, and fine chemicals within the park, has constructed hazardous waste disposal centers and landfills in the centralized area, enabling the treatment and utilization of hazardous waste to develop in a more professional, industrialized, and scaled manner. The core area of the comprehensive service zone in Liugou Coal Chemical Industry Park is planned to cover 500 mu of land for construction, with a total building area of 254,000 square meters, aiming to create a high-quality overall service environment. The Comprehensive Service Area of Liugou Coal Chemical Industry Park is located 1.2 kilometers east of the park, with a total planned land area of approximately 1,797 mu. The coal value-added utilization project of Gansu Xinyuan Energy Co., Ltd. was established through a joint effort by Shanxi Wentong Potash Salt Group Company, Shanxi Hongte Coal Chemical Co., Ltd., Xinjiang Xinlian Coal Chemical Co., Ltd., Shanxi Wenshui Jinyuan Coal Chemical Co., Ltd., and Shanxi Wenshui Xinyuan Energy Co., Ltd. By pooling their financial resources, technical expertise, and management capabilities, and guided by the principles of equality, mutual benefit, and shared development, they jointly invested in setting up Gansu Guazhou Xinyu Energy Co., Ltd. The total investment in the project is 6 billion yuan, with a construction period of 3 years. It will be developed in phases to include five production units: semi-coke, coal tar hydrogenation, biodiesel, methanol, and gasoline. This will enable an annual production capacity of 600,000 tons of coal-based biodiesel, 6 million tons of semi-coke, 600,000 tons of methanol, 200,000 tons of gasoline produced from methanol, and 3 million tons of coke, thus facilitating a transition from traditional coal chemical industries to new types of coal chemical industries that are greener, more efficient, and equipped with advanced technology. To date, the coal value-added utilization project of Xinyuan Energy Co., Ltd. has seen an investment of 647 million yuan in fixed assets. The first phase of the project, which involves an annual production capacity of 300,000 tons of coal tar products, has been completed; this includes the installation of 6 storage tanks with a capacity of 1,700 cubic meters each for raw materials, 8 intermediate tanks with a capacity of 600 cubic meters each, 6 finished product tanks with a capacity of 1,700 cubic meters each, 3 residue oil tanks with a capacity of 350 cubic meters each, 1 flash tower, 4 reaction vessels, 12 tanks for storing raw materials and ship fuel oil, 1 set of equipment for pre-treating 300,000 tons of coal tar, 1 boiler with a capacity of 6 tons, and 1 gas generator with a height of 3.6 meters. Complete the construction of facility amenities such as factory roads, fences, living and service areas, power supply, and water supply. In 2013, Xinyuan Energy Co., Ltd. invested 550 million yuan to build the first phase of a coal tar processing facility with a capacity of 2×300,000 tons. However, due to stricter environmental regulations and economic downturns, the company was forced to suspend operations. In 2018, the company carried out restructuring and equity optimization to achieve upgrades and the installation of environmental protection facilities. Currently, it is awaiting the environmental and safety assessment approvals; once these are completed, formal production can begin. To ensure the smooth operation of the enterprise once it starts production, the construction of the industrial wastewater treatment plant in the Liugou Coal Chemical Industry Park is being accelerated; at present, the main structures have been completed, and some equipment has begun to be installed and tested.
