Recently, the Environmental Impact Assessment Report for the industrial pilot project of producing aromatics from carbon dioxide/syngas at Inner Mongolia Jiutai Xinyuan New Materials Co., Ltd. was approved by the Environmental Protection Bureau of Ordos City, Inner Mongolia. Inner Mongolia Jutai Xinyuan New Materials Co., Ltd. is a key subsidiary of the Jutai Group; it was established on November 1, 2019, with its registered address in Dalu New Area, Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region. The company plans to build an industrial pilot project for the production of aromatics from carbon dioxide/syngas in the Coal Chemical Industry Park of Dalu New Area, Zhungeer Banner, Ordos City. The raw gases for this project will come from the low-temperature methanol washing unit of Inner Mongolia Jutai New Materials Technology Co., Ltd., and the main products resulting from this process will be 1,2,4,5-tetramethylbenzene (p-xylylene) and crude hydrogen. This project makes full use of the gas with a high carbon dioxide content generated by the low-temperature methanol washing process, thereby enabling the resource utilization of carbon dioxide and directly reducing carbon emissions. Moreover, the project employs advanced production technologies, consumes less resources, and generates minimal emissions of “three wastes”, thus serving as a model for promoting industrial upgrading. After the industrial test project is operational, if its technical feasibility is proven, an environmental impact assessment will be conducted again before it proceeds to industrial production. The project is divided into two operating conditions. In Condition 1, the feed gases are carbon dioxide and syngas, with an operating time of 1440 hours (60 days) ; Condition 2: The feed gas is syngas, with an operating time of 7200 hours (300 days). The main product of this project is 1,2,4,5-tetramethylbenzene, with an annual production volume of 9,722.8656 tons; the by-product is crude hydrogen, with an annual output of 12,755.52 tons (equivalent to 49.4542 million Nm3 per year). The construction involves Inner Mongolia Jiutai Xinyuan New Materials Co., Ltd. investing in the establishment of a facility for producing aromatics from carbon dioxide/syngas within the coal chemical industry park in Dalu New Area, Jungeer Banner, Inner Mongolia. The production capacity is 9,722.8656 tons per year of 1,2,4,5-tetramethylbenzene, along with 12,755.52 tons per year of crude hydrogen (49.4542 million Nm3 per year). The plant will operate 8,640 hours per year, with a total workforce of 70 people. The total investment amount is 136.51 million yuan, of which 9.555 million yuan is allocated to environmental protection measures, accounting for 7.0% of the total investment. The project consists of the main structure, utility systems, storage and transportation facilities, auxiliary structures, environmental protection measures, and supporting facilities. Main project: The project includes Condition 1 (feed of carbon dioxide and syngas) and Condition 2 (feed of syngas). This is a pilot project; Condition 1 will be operated for 1440 hours, while Condition 2 will be operated for 7200 hours. Once the tests meet the expected outcomes, an application will be submitted again to proceed with industrial production. Each operating condition consists of five sections: the raw gas pretreatment section, the reaction section, the quenching and recycled gas compression section, the aromatic distillation section, and the crystallization and separation section. For the two operating conditions, each has its own set of process equipment for the raw gas pretreatment section, while the reaction section, the quenching and recycled gas compression section, the aromatic distillation section, and the crystallization and separation section share one set of process equipment. Utilities: water supply and drainage (including circulating water systems, desalination stations, and deaeration systems), steam, gas supply, power supply, etc. Storage and transportation engineering: pipe galleries, hazardous chemicals warehouses, finished product warehouses, temporary hazardous waste storage areas, atmospheric pressure tank farms (including tanks C6–C9, feed tanks for the light-end removal tower, and feed tanks for the heavy-end removal tower; all of these are intermediate tanks).
