The project owner is Jingyuan Coal Industry Group Liuhua Chemical Co., Ltd., and the funding for the project comes from capital funds, shareholder loans, and other financing methods. (Please log in) An open tender is being conducted for the procurement of internal components for the urea unit tower in Phase 1 of this project. I. Project Overview 1. Constructor: Liuhua Chemical Co., Ltd., Jingyuan Coal Industry Group 2. Project name: Procurement of internal components for the urea unit in Phase I of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project 3. Location of construction: Baiyin District, Baiyin City, Gansu Province * 4. Funding sources: equity capital, shareholder loans, and other financing methods 5. Project scale: The designed production capacity of the Jingyuan Coal and Electricity Clean and Efficient Gasification Gas Comprehensive Utilization (Relocation and Renovation) Project is 2×300,000 tons of synthetic ammonia per year, 2×350,000 tons of urea, 100,000 tons of methanol, 216 million m3 of (H2+CO), 60,000 tons of melamine, 50,000 tons of urea** solution, 50,000 tons of liquid CO2, and 2,500 tons of catalysts. The project is implemented in two phases. The main components of the implementation include: production facilities such as storage and transportation of raw and fuel coal, two sets of powder coal gasification units, air separation systems, shift reactors, low-temperature methanol washing units, sulfur recovery systems, ammonia compression units, carbon dioxide compression units (used respectively for gasification and urea production), liquid nitrogen washing units, syngas compression units, ammonia synthesis units, and urea production units (one new unit and one relocated unit) ； A set of equipment for PSA gas production, melamine, urea **solution**, methanol (relocation and renovation), catalysts, etc ； The project includes three 280-ton/hour circulating fluidized bed boilers (equipped with desulfurization and denitrification systems), as well as various utility systems such as circulating water systems, water treatment systems, sewage treatment systems, reclaimed water reuse systems, and high-salinity water evaporation and crystallization salt separation systems. It also encompasses auxiliary facilities such as site layout and transportation arrangements (including a dedicated railway line to be connected from Yinguang Group and north-south logistics routes), storage and packaging facilities, power supply and distribution systems, telecommunications systems, monitoring systems, water supply and drainage systems, heating systems, a central control room, production facilities, and gates and fences ； Facilities such as cafeterias and bathrooms. II. Scope of the tender 1. The scope of the tender includes the design of the equipment’s internal components, material procurement, manufacturing, testing, inspection, acceptance, transportation (including packaging and delivery onto the site), insurance (prior to delivery and acceptance), guidance on installation and commissioning, technical training, after-sales service, spare parts, special tools, technical documents, and drawings, all the way up to successful acceptance. It also complies with the \"Standards for Digital Delivery in Petrochemical Projects\" GB/T51296-2018 and the \"Uniform Regulations for Digital Delivery of the Jingyuan Coal Electrification Gas Project\", in order to meet the tenderer’s requirements regarding digital delivery (including QR codes for equipment tracking). The main technical requirements and basic parameters of the equipment subject to bidding (for detailed technical requirements and parameters, please see the data sheet in the technical specifications). Bidders must meet the requirements specified in the bidding documents ； For the equipment configuration (list of manufacturers and suppliers for main materials and components), please refer to the requirements regarding configuration and supply specified in the tender documents. 3. Quality requirements: The above equipment must comply strictly with the latest issued **, as well as relevant industry or local standards and specifications. In the event of any discrepancies between **, industry, or local standards, the highest standard shall apply. The quality of all purchased equipment must meet the requirements specified in the design drawings and relevant standards and specifications; the qualification rate of equipment materials must be 100%. In addition, the requirements for digital delivery set out in the “Standards for Digital Delivery in Petrochemical Projects” GB/T 51296-2018 and the “Uniform Provisions for Digital Delivery of the Jingyuan Coal Electrification Gas Project” must be met, including the provision of QR codes for equipment tracing. 4. Delivery period: 8 months after the contract is signed. III. Qualification requirements for bidders 1. Bidders must be manufacturers officially registered within the People’s Republic of China, possessing independent legal person status and an effective ISO9001 quality management system certification. 2. Bidders shall have sound financial conditions and shall not be under orders to cease operations, have their assets seized or frozen, or be bankrupt. Bidders must provide financial statements audited by an accounting firm or audit institution for the past three years; if less than three years, they must submit financial statements from the time of establishment; and if less than one year, they must provide a credit certificate issued by a bank (original). 3. Performance credit requirement: The bidder must not be included on the list of entities with poor credit as published on the “Credit China” website (website address: www.creditchina.gov.cn). 4. Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, or for the same tender project without any bid sections designated. 5. Joint bids are not accepted for this tender. IV. Qualification Review Method: This tender adopts a post-qualification review approach; bidders are responsible for determining whether they meet the requirements specified in the announcement and deciding whether to submit a bid. V. Acquisition of Tender Documents 1.
