As the title suggests, is the substation operation ticket system **mandatory**? Do all enterprises, whether state-owned, private, or foreign-funded, have to comply with the operation ticket system?

Well, whether the written rules are followed or not is only known to the company itself; more specifically, it’s only the staff working at that position on that day who know whether they have complied with them or not. The work order system is essentially a universal safety procedure; its implementation relies on production operators possessing certain professional qualities and attitudes, as well as an understanding of the benefits that come from using this method. They also need to be aware that it helps to minimize the risk of injury during electrical operations. Otherwise, they act one way in front of the manager/supervisor/colleagues and another way when they’re not around, continuing to carry out illegal operations without hesitation. It’s a matter of professional ethics.
