Is it illegal to temporarily weld a wire in parallel to the leak switch of an electric water heater?

Construction welding requires a 380V power supply. Since there is no dedicated wiring power source nearby and the area is not explosion-proof, the electrician connected the welder’s wires to the leakage circuit breaker of the electric water heater and used it by turning on that circuit breaker. So the question is, is such behavior by an electrician illegal?
Violation. For temporary power use, one switch per machine is required
