Section 4.4.22 of the \"GB50484-2008 Technical Specifications for Safety in the Construction of Petrochemical Projects\" stipulates that \"the switch box shall not be locked when it is in normal operation\", which makes sense as it ensures that power can be cut off quickly in case of an accident such as an electric shock. But this introduces another risk: since the locks are not in place, anyone can open them and connect wires as they please. Therefore, requirement 8.3.2 of the \"JGJ46-2005 Technical Code for Safety of Temporary Electricity Use at Construction Sites\" states that \"the doors of distribution boxes and switch boxes should be locked, and someone should be assigned to be responsible for this\" (although literally, it seems to refer to the presence of lock holes, but a actual lock is not required). Moreover, in reality, leaving it unlocked does pose a risk, as anyone can open the box and connect the wires at will. Moreover, if the risk of electric leakage can be mitigated by the leakage protection device in the switch box. The reality is that not locking the switch boxes poses a significant security risk; therefore, many companies do lock them. Yet this violates the \"GB50484-2008 Safety Technical Specifications for Construction of Petrochemical Projects\". What should be done? Or is the standard not applicable? Can our power distribution boxes used for construction welding be classified under the scope of these standards? I always feel that this is aimed at the overall requirements for power grid design.
For electric welding, it would be great if you referred to the standards for temporary power usage control, such as GB30871

GB30871 does not provide any definitions regarding this aspect. But this doesn’t mean that other rules don’t impose constraints on your behavior.
I think the requirement that no locking is needed during normal operation is meant to prevent accidental power supply during power outages, and it’s not about locking the cabinet doors to stop users from touching the switches. The box door is locked to prevent unqualified persons from connecting or disconnecting wires arbitrarily, but an operating handle for turning the switch on and off is provided on the door. I wonder if that’s the case
You can make the penalty regulations for unauthorized opening of boxes and wiring more practical within the management rules
I think the regulation means that work areas shouldn’t be locked, which isn’t contradictory to installing locks!

But then again, the most important thing is to refer to the latest standards; version 50484 already has its 2019 edition available. Once you take a look at version 4.4.19, you won’t have any doubts anymore: lol
