How can sampled oil be recovered simply and conveniently, and what facilities are available?

The sampling oil from the old factory is collected in 170L oil drums and then sold as waste oil. The new plant wants to collect this oil and pour it into the raw material storage tank for reprocessing. The idea is to add a small tank next to the underground tank for contaminated oil, collecting the oil in the small tank first before transferring it to the underground tank. However, the underground tank is connected to a flare skid tank that contains hydrogen sulfide, which poses a safety risk; there is concern that hydrogen sulfide could leak out if operators pour and sample the oil. Are there any simple methods or devices that can address this issue?
Install a check valve on the small tank and the waste oil tank, or when pouring oil into the small tank, empty the waste oil tank and connect it to the on-site drainage system, thereby cutting off the connection to the low-voltage system! It returns to normal after pouring; I wonder if your sludge tanks have an on-site processing procedure?
The dirty oil tank has many branch lines leading from the site; the flare condensate contains hydrogen sulfide. When this flare condensate enters the underground dirty oil tank, the tank is forced to vent, and some of the hydrogen sulfide evaporates into the site, which is unsafe.
