What are the impacts of keeping the hydrogen production plant operating at low load?

My dry gas hydrogen production plant is designed for 25,000, but in practice a maximum of 15,000 can be used, so it has been operated at that level. What are the impacts on equipment and processes?
High energy consumption should not cause much damage to the equipment.
The PSA operation here isn’t very stable; the desorbed gas levels fluctuate significantly
I don’t think there’s any obvious impact on the equipment and devices, but it might affect the adjustment of operating conditions
The traffic volume in our system fluctuates significantly; the pressure after PSA varies around 4 kilograms
