During the reduction of the conversion catalyst in a hydrogen production plant, why is hydrogen introduced only after ensuring that water vapor is present? What are the considerations?

With a very low hydrogen supply, the reduction process is an exothermic reaction that requires steam for dilution; otherwise, the required reduction space velocity cannot be achieved, and the catalyst is prone to deactivation due to localized overheating.
