Several chemical companies I’ve contacted have underground tanks for storing heavy polluted oil, while this company stores it 2 meters above the ground; nitrogen or steam is used to push the oil up when it needs to be discharged
A costly, labor-intensive design that doesn’t please anyone.
It is likely that the oil in the tank is transported by tank trucks, and the tank is placed at a higher height to allow the vehicles to park underneath it for filling.
They say the oil is too viscous, and they’re worried that the self-priming pump won’t be able to draw it up

If the heavy crude oil is mainly light oil of the grade above heavy diesel, there is no problem in transporting it underground as it will not solidify at low temperatures; however, if the oil to be transported is something like vacuum residue, then transporting it underground is not appropriate, as such oils can quickly cause blockages in underground pipelines. Therefore, it is better to design the pipeline to run above ground. The advantage of having it above ground is that any blockage in the pipeline can be dealt with at any time; Heat tracing can be added to the 2 pipelines above ground, reducing the risk of condensation blockages ; 3 On the ground, it facilitates pumping and transportation.
