May I ask why the methods for recovering combustible gases differ in the petroleum refining and chemical industries?

Refining: Gas holder + compressor； Chemical industry: compressors. Is the consideration of gas tanks in oil refining compared to the chemical industry due to the higher volume of flammable gases emitted per unit time in oil refining?
My understanding is that refineries emit more combustible gases per unit of time, so gas tanks are needed to act as a buffer. I’m not sure if it’s correct?
