There is currently an expansion project: one Wanfang crude oil storage tank, along with the associated process and fire protection pipelines. Items prepared for the project: 1. Planned start date: February 15, 2017. 2. The project manager has been identified (without a construction engineer certificate); the person in charge of technical aspects of the project has also been appointed, but other management personnel have not yet been determined. The civil engineering construction team has been selected, while other teams remain to be chosen. 3. A construction organization plan and a schedule have been prepared; however, documents such as the quality plan and emergency response plan have not been developed, nor has a welding process evaluation report been prepared. 4. Regarding the preparation of drawings: The owner has provided two sets of drawings to the contractor, who is currently reviewing them. 5. Status of equipment and material preparation: For equipment, it is planned to pre-fabricate the materials before transporting them to the site; the production workshop already has all the necessary equipment for construction, and contracts have been signed for the transport vehicles. As for materials, the boundaries regarding which party will supply which materials are still being finalized, and the material plans are under approval. 6. Site conditions: The foundation piles for the tanks inside the fire dike have been dug, but no other work has been carried out yet. Question: Is the sequence of preparations for this project reasonable? Whose work is inadequate? What else needs to be done? Who should be responsible?
Tendering for the installation contractor and supervision company is required, and preliminary procedures such as safety assessments, environmental impact assessments, and fire safety checks must be in place
The finance department also needs to prepare project budgets and ensure sufficient funding is available; The business department determines the contractors for the asphalt sand laying work, tank fabrication and piping installation, sandblasting, rust removal and insulation work, electrical and instrumentation installation, as well as the flaw detection company ; The supervision unit (can carry out supervision on its own) shall sign the installation contract ; Ensure that the materials arrive on time. The human resources department assigns 2–3 full-time representatives from Party A, along with technical staff, material specialists, and on-site quality control personnel. The construction organization plan, construction methods, and schedule prepared by the relevant construction unit must be prepared by that unit itself and reviewed by the project manager. Process documentation needs to be properly managed; at the same time, it is necessary to complete the necessary procedures for safety assessments, environmental impact evaluations, fire safety evaluations, etc., before construction can proceed.
