Discharge destination of spherical tank venting

The owner originally had an acrylic storage tank with a capacity of 2,000 cubic meters, and its safety valve discharged directly into the atmosphere. Now he’s asking me whether there are any regulations requiring that such discharge take place through a flare system; I really haven’t found any relevant regulations

Refer to Article 6.4.2 of the SHT3007-2014 Standards for the Design of Tank Areas in Petrochemical Storage and Transportation Systems: The gases discharged by safety valves should be routed to the flare system. When it is indeed difficult to discharge gases into the flare system, except for toxic gases of grades I to III, other flammable gases can be directly discharged into the atmosphere. However, the exhaust outlet must be at least 3 meters above the tank roof platform within a radius of 8 meters; alternatively, the gases released by the safety valves can be directed to a safe location for disposal.
It is achievable; both the tank areas and loading/unloading stations have flare network systems for venting gas.
