Do torch burners fall under special equipment?

I would like to ask everyone: does a torch burner fall under the category of special equipment? What is the basis for this?
Generally, operating special equipment requires obtaining a license; yet in our over 20 years of use, we’ve never heard that there’s a need for a license to operate torches
It shouldn’t be; there’s a list of special equipment that you can take a look at
The design pressures are not even that high, and it’s all non-standard equipment, so it’s impossible to supervise it
It is not a pressure vessel; reason 1: it is not listed in the catalog of special equipment, and reason 2: its design does not comply with the specifications and procedures for special equipment.
It doesn’t belong to that category; it is non-standard equipment.
