Regarding transformer installation in Section 1 of Chapter 4 of the petrochemical budgeting guidelines, if there is only one transformer of each specification, a coefficient of 0.9 is applied to the installation cost index for 10KV transformers; no such coefficient is applied when there are two transformers. Why is a coefficient of 1.25 applied to labor and machinery in Chapter 3, Tank Installation, when only one tank is built at a site? Why does the coefficient need to be reduced for transformers, while it needs to be increased for storage tanks? I hope experts can help answer this, thank you!
