The contractor was responsible for both the design and construction; the design drawings were submitted to the owner in accordance with the contract. During the construction process, due to obvious technical defects in the design drawings, the quality of the work became substandard. May I ask: Does the property owner have the responsibility to detect defects, and is they liable?
Is there any provision in your contract regarding our audit responsibilities? Is quality assurance the responsibility of the contractor, as specified in the contract?
Since it is E+C (assuming procurement P is not included), the responsible party is the contractor.
