Seeking advice on the method of transporting catalysts

I’m a newcomer to the chemical industry. Recently, our company imported a batch of catalysts, which were packaged in barrels and stacked on wooden pallets. Now that the goods have arrived at the port, they still need to be transported by land to the factory. I asked several freight companies, and some said that hazardous materials cannot be transported in this way. But the company has also transported goods before; it wasn’t specified as hazardous cargo, and ordinary trucks were sufficient for that. I’m extremely confused as to whether this shipment should be transported as ordinary chemical goods or as hazardous chemicals; please help me out. The catalyst being transported in this shipment is in solid form, with nickel oxide and potassium oxide as its active components. There is no UN code listed in the MSDS, nor are there any special statements regarding the mode of transportation.
