The Eighth Plenary Session of the 14th Committee of Zhejiang Province, China, in order to thoroughly study and implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party, and taking into account the specific conditions of Zhejiang, puts forward the following recommendations regarding the formulation of the 14th Five-Year Plan for national economic and social development as well as the long-term goals for the year 2035. I. Thoroughly implement the \"88 Strategy\", strive to build an \"important window\", and embark on a new journey of comprehensively building a modern socialist society at a high level. 1. Under the guidance of the \"88 Strategy\", decisive achievements have been made in comprehensively building a modern socialist society at a high level. Zhejiang is the birthplace of the Red Boat of the Chinese Revolution, a pioneer in reform and opening up, and an important place where the Thought on Socialism with Chinese Characteristics for a New Era originated. “During the 13th Five-Year Plan period, in the face of the profound impacts of major changes, transformations, and events, the provincial Party committee resolutely implemented the important directives of **** and the relevant decision-making arrangements. It united and led the people of the entire province, sticking to a consistent development plan from start to finish, advancing further the \"Eight-Eight Strategy\" and restarting efforts in reform and opening up. By focusing on the goal of building a \"strong province in four aspects,\" it carried out ten action plans aimed at enriching the people and strengthening the province, and worked to build a \"sixfold Zhejiang.\" This approach facilitated the practical application of socialism with Chinese characteristics in Zhejiang, paving the way for a new era characterized by decisive action, leadership, and courage to stay at the forefront. The province’s gross regional product surpassed 6 trillion yuan, while the per capita GDP exceeded 100,000 yuan, bringing it to the level of high-income economies; the characteristics of high-quality economic development are becoming increasingly evident ； The digital economy leads the country; new policies on talent have yielded positive results; innovative provinces have been essentially established, and the country’s innovation capacity ranks among the highest in the nation ； “The role of the major platform for the “Four Key Developments” has become increasingly prominent, driving greater balance and coordination in urban-rural and regional development ； “The \"Ten-Thousand Project\" has won the United Nations Earth Defender Award; significant progress has been made in managing water, air, soil, and waste. It was the first region to pass the assessment for an \"Ecological Province,\" and a picturesque Zhejiang with beautiful landscapes throughout the region is beginning to take shape ； The entire province is integrated into the integration of the Yangtze River Delta, while the Belt and Road Initiative drives deeper and more effective efforts in opening up to the outside world; the G20 Hangzhou Summit was held successfully ； Significant progress has been made in balancing epidemic prevention and control with economic and social development, with efforts to improve people’s livelihoods and ensure their well-being taking the lead ； “The reform of \"running at most once\" and **digital transformation have driven significant breakthroughs in reforms across various fields. The development of a law-based Zhejiang, a culturally rich Zhejiang, and a safe Zhejiang has been advanced comprehensively; notable progress has been made in building an honest Zhejiang, and the modernization of provincial governance is accelerating. “The goals and tasks set out in the 13th Five-Year Plan are on the verge of being successfully achieved, and the goal of building a moderately prosperous society in all respects at a high level is about to be realized. This has laid a solid foundation for embarking on a new journey of comprehensively building a modern socialist society at a high level, and for striving to make it an important platform in the new era to fully demonstrate the superiority of the socialist system with Chinese characteristics. 2. New opportunities and challenges in the new stage of development. At present and for some time to come, China’s development remains in an important period of strategic opportunity, but both opportunities and challenges have undergone new developments and changes. The profound changes unseen in a century are accelerating, with a new round of scientific and technological revolutions and industrial transformations advancing rapidly, while the global COVID-19 pandemic has introduced significant uncertainties. China has entered a new stage of development. The fundamental trend of the long-term economic growth remains unchanged. The people’s aspirations for a better life are characterized by diversity, multiple levels, and various aspects. Strategies such as the integrated development of the Yangtze River Delta are being implemented in depth. Our province has a solid foundation for development, yet issues of uneven and insufficient progress remain prominent. The reform tasks in key areas and critical links are still arduous. The drive provided by technological innovation to support high-quality development is not strong enough. Development between urban and rural areas as well as across different regions remains unbalanced. There are still weaknesses in areas such as ecological protection, people’s livelihood safeguards, social governance, work safety, and disaster prevention and mitigation. Party members and cadres across the province should focus on the \"two overarching situations,\" deeply understand the new contradictions and challenges arising from the complex international environment, fully grasp the new characteristics and requirements of the new stage of development, and recognize that dangers and opportunities coexist, that there are opportunities within threats, and that crises can be turned into opportunities. They should enhance their sense of responsibility as representatives of the province, maintain strategic resolve, strive to do their tasks well, use consistent actions to address uncertain situations, be adept at turning threats into opportunities, and seize advantages in times of crisis as well as create new prospects amid changing circumstances. 3. The vision goal by 2035. Our province will basically achieve a high level of modernization, becoming an important window in the new era to fully demonstrate the superiority of the socialist system with Chinese characteristics. High-quality economic development has reached a new level; efforts are being made to bring the per capita GDP up to the level of developed economies. Modernization in industrialization, informatization, urbanization, and agriculture and rural areas is largely achieved. The province aims to become an innovative hub as well as a strong province in terms of science and technology and talent, to develop into a global leader in manufacturing, to establish a modern infrastructure system, and to create a modern economic system with Zhejiang’s own characteristics ； Modernization of provincial governance has been largely achieved; a comprehensive intelligent governance system and a modern governance framework have been established. A society governed by the rule of law as well as a model region for law-based governance in China have been created ； We will take the lead in achieving modernization of education and public health, build a strong sports province, comprehensively enhance our cultural soft power, ensure the coordinated development of socialist spiritual and material civilizations, and raise the overall quality of our citizens and the level of social civility to new heights ； Substantial and significant progress has been made in achieving common prosperity; the ratio of per capita income to per capita GDP has reached the level of developed economies. The middle-income group has expanded significantly, a modern public service system has been established, and there is continued leadership in terms of balanced development between urban and rural areas as well as in residents’ living standards. The safety guarantee system continues to be improved, and the social governance model based on joint construction, management, and sharing has become more sophisticated. China has thus become a model region for creating a safe society ； Modernization that achieves harmonious coexistence between humanity and nature has been largely realized; the quality of the ecological environment, the efficient use of resources and energy, and the development of a beautiful economy are all at leading levels in China and among the advanced levels globally. A pilot zone for building a beautiful China has been established with high standards ； An efficient implementation system for ensuring the Party’s comprehensive leadership in all fields and aspects has been fully established; the effort to enforce strict governance over the Party continues to advance; a clean Zhejiang has been fully created, with a political environment that is upright and clean; and the advantages of the socialist system with Chinese characteristics are fully demonstrated. 4. General requirements for economic and social development during the 14th Five-Year Plan period. Holding high the great banner of **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we thoroughly implement the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. We fully apply the Party’s basic theories, lines of action, and strategies, advance the overall development framework of \"five-sphere integration,\" and coordinate the implementation of the \"four-pronged comprehensive strategy.\" We uphold the Party’s overall leadership, put the people at the center, adhere to the new development philosophy, persist in deepening reform and opening up, embrace a systematic approach, and maintain a steady yet progressive work pace. With high-quality development as our goal, deepening supply-side structural reforms as our main focus, and innovation and reform as our driving force, we aim to meet the people’s growing needs for a better life. We faithfully implement the \"Eight-Eight Strategy,\" strive to create \"important windows\" for development, balance progress with security, take the lead in establishing a new development pattern, build a modern economic system that serves the whole country and is integrated into the global economy, advance the modernization of regional governance, and help all people in the province achieve common prosperity. This will enable development that is of higher quality, more efficient, fairer, more sustainable, and safer, while also highlighting the beauty of the environment, culture, harmony, and integrity. We strive to enhance the people’s sense of gain, happiness, and security, and use the modernization of our region as a model for the modernization of the whole country. 5. Main goals for economic and social development during the 14th Five-Year Plan period. Aiming at the long-term goal for 2035, we will focus on achieving high quality, competitiveness, and modernization. By leveraging institutional advantages, improving governance efficiency, delivering tangible results, and establishing a competitive edge in development, we will take the lead in addressing issues of unbalanced and inadequate development. We will strive to build ourselves into a strategic pivot for the domestic economic cycle as well as a strategic hub for both domestic and international economic flows. Efforts to achieve common prosperity through joint construction, governance, and sharing will yield practical results. Systematic, breakthrough, and landmark achievements will be made in earnestly implementing the \"Eight-Eight Strategy\" and striving to create an \"important window\" for development, with the goal of becoming a pioneer province in socialist modernization. ——Strive to build a hub for high-quality economic development. By building on the significant improvement in quality and efficiency, sustained, healthy, and rapid economic development is achieved; the province’s gross regional product and per capita gross regional product exceed 8.5 trillion yuan and 130,000 yuan respectively, with the value added from the digital economy accounting for around 60% of the province’s total gross regional product ； The economic structure has been further optimized, the agricultural foundation has become more solid, and the level of advancement in industrial infrastructure as well as the modernization of industrial chains have seen significant improvements. A modern industrial system characterized by coordinated development of the real economy, technological innovation, modern finance, and human resources has been initially established ； The quality of urbanization has been significantly improved; the urbanization rate of the permanent population has reached around 75%. New and significant achievements have been made in the integration of the Yangtze River Delta, the “Four Major Initiatives”, and cooperation between mountainous and coastal areas. The coordination between urban and rural areas as well as regional development has been further enhanced, and a pattern of integrated provincial development has basically taken shape. The province is taking the lead in bringing about qualitative, efficiency-related, and momentum-related transformations in economic development. ——Strive to build three major innovation hubs. Significant progress has been made in building a team of innovative talents, reforming institutional mechanisms, establishing major platforms, and fostering innovation-driven entities. The investment in research and experimental development has reached international advanced levels; key indicators have seen a \"sixfold increase and six improvements.\" A network of major scientific facilities has been initially established, along with a new type of laboratory system, regional innovation platform systems, and enterprise-based technology innovation systems. International first-class hubs for innovation in the areas of \"Internet+\" have been created, as well as first-class hubs for innovation in life sciences and new materials. Significant progress has been made in developing provinces that are strong in innovation, technology, and talent, enabling them to lead in terms of scientific and technological innovation as well as industrial innovation. ——Strive to create a new hub for reform and opening up. Driven by digital reform, comprehensive deepening of reforms will be pursued, with the goal of establishing a province with the best business environment, the most dynamic market mechanisms, and leadership in reform initiatives. A high-standard market system will be established, thereby fully unleashing market vitality and social energy; the institutional frameworks for high-quality development, efficient governance, and a high standard of living will be further improved ； “The pivotal role of the Belt and Road Initiative has been further strengthened; a global digital trade center and a global investment haven have been essentially established, and a new system for a high-level open economy has taken shape, putting the region at the forefront in terms of deeper reforms and higher levels of openness. ——Strive to build a cultural hub in the new era. An advanced culture guided by the Party’s innovative theories, a red culture represented by the Spirit of the Red Boat, an excellent traditional culture rooted in Zhejiang’s history, an innovative culture characterized by the Zhejiang Spirit, and a digital culture supported by the digital economy – all of these are developing comprehensively. Cultural confidence is fully demonstrated, the cultural image has become more distinct, and the level of civilization has improved significantly. This has given rise to a new cultural landscape for Zhejiang that boasts international influence, a Chinese style, a blend of ancient and modern elements, as well as a fusion of poetry and art, enabling the region to lead in terms of human modernization. ——Strive to create a pilot zone for building a beautiful China. The pattern of national land and spatial development and protection has been continuously improved, with the quality of the ecological environment steadily improving. Zhejiang remains at a leading level nationwide in terms of energy conservation and emission reduction. The development of green industries, the efficiency of resource and energy utilization, and the advancement of clean energy all rank among the best in the country. The pathway for transforming lush natural landscapes into sources of economic value has been further expanded. Zhejiang’s beautiful landscape, reminiscent of a painting, has been largely developed, and its brand influence and international reputation have seen significant improvements. Greenness has become the most distinctive feature of Zhejiang’s development, as the province leads the way in the construction of an ecological civilization. ——Strive to create a pilot demonstration area for modern governance at the provincial level. An efficient implementation system for ensuring the Party’s comprehensive leadership in all fields and aspects has been basically established. The effort to build a clean Zhejiang continues to advance, the political ecosystem has been further optimized, the socialist rule of law has been strengthened, and social fairness and justice have become more evident. The level of rule of law in various fields has seen overall improvement. A modern governance model characterized by \"integrated intelligent governance, with a focus on practicality and progress\" has taken shape. A grassroots governance system that integrates autonomy, the rule of law, moral governance, and intelligent governance under the leadership of the Party has been established, as well as an efficient coordinated governance framework that combines efforts at the county and township levels. The capacity to prevent and address major risks, as well as to respond to emergencies and disasters, has been significantly enhanced; a modern emergency response system has been put in place. The system for maintaining safety has been improved, providing stronger guarantees for development and stability. The country is at the forefront in terms of modernizing its governance systems and capabilities. ——Strive to create a happy and beautiful home for the people. Achieve more full and higher-quality employment, with residents’ income growth keeping pace with economic growth; the gains in income for low-income groups are consolidated and expanded, the income gap between urban and rural residents continues to narrow, and an olive-shaped social structure dominated by middle-income groups is gradually taking shape ； The needs of people throughout their life cycles are generally met at a higher level. A high-quality education system and a healthy Zhejiang have been essentially established; social security and elderly care systems have been further improved. The average life expectancy exceeds 80 years. Equal access to basic public services was achieved ahead of other regions, and a digital society accessible to all is being rapidly developed, placing the region at the forefront in terms of the modernization of public services. II. Deeply implement the strategies of strengthening the province through talent and innovation, and accelerate the development of a high-level innovative province. Adhere to the central role of innovation in the overall process of modernization, pursue development driven by innovation and self-reliance in science and technology. Speed up the establishment of three major hubs for scientific and technological innovation, and foster advantages in talent leadership, innovation generation, industrial innovation, and an innovative ecosystem, while improving the innovation system across the entire province. 6. Accelerate the development of a global talent pool. Deepen reforms to the talent development system and mechanisms, build a more competitive talent system, and comprehensively improve the level of public services for talents. Implement the “Kunpeng Action” plan to vigorously attract world-class strategic science and technology talents, leading figures in the field of science and technology, and high-level innovation teams. Expand the scale of training high-level talents, strengthen the cultivation of top-notch innovative talents, researchers in basic research, and those skilled in industrial technology development in key areas; carry out a series of initiatives to bring together young talents, and host the World Youth Scientists Summit successfully. Improve the evaluation system for scientific and technological talents, and grant employers greater autonomy in talent assessment. Improve mechanisms for incentivizing and supporting innovation, and refine the system for sharing the benefits of job-related inventions by researchers. Establish a number of pilot zones for talent management reform. Establish a number of engineering collaborative innovation centers, implement programs for cultivating skilled workers in the new era, initiatives for knowledge renewal, and actions to improve the vocational skills of \"golden blue-collar\" workers, thereby strengthening the ranks of high-level engineers, highly skilled professionals, and young skilled workers. 7. Integrate efforts to build innovation hubs. Deepen the implementation of initiatives such as those aimed at achieving excellence, taking the lead, setting examples, and providing guidance, so as to establish a Zhejiang-style approach to a new national system under the conditions of a socialist market economy. Strengthen strategic and forward-looking basic research, and make concerted efforts to overcome challenges in key core technologies. An innovation hub will be established by developing the Western Hangzhou Science and Innovation Corridor as the main platform, aiming to create a comprehensive **science center and a regional innovation hotspot. Deepen the development of **independent innovation demonstration zones, and strengthen the construction of science and technology innovation corridors such as those along the Yongjiang River in Ningbo, the G60 corridor (Zhejiang section), the area around Daluoshan Mountain in Wenzhou, and Zhejiang Central Region. We will foster **strategic scientific and technological capabilities**, provide full support to the Zhejiang Laboratory and West Lake Laboratory in their development, accelerate the establishment of a new type of laboratory system, and create high-level innovative research institutions. Enhance the innovation capacity of universities, accelerate the development of high-level research universities, actively bring in top research institutions and prestigious universities, promote the optimal allocation of research resources and their sharing among research institutes, universities, and enterprises, and improve the overall efficiency of the innovation chain. 8. Improve the technology innovation system with enterprises as the main entity. Promote the aggregation of innovation elements in enterprises; leverage the leading and supportive role of large enterprises; vigorously foster high-tech enterprises and small and medium-sized science and technology enterprises; accelerate the cultivation of more “specialized, sophisticated, distinctive, and innovative” enterprises; and promote the development of startup and growth-oriented science and technology innovators. Accelerate the establishment of a system of technology innovation centers; strengthen the development of common technology platforms; and support enterprises in taking the lead in forming innovation consortia and intellectual property alliances to undertake **major scientific and technological projects. Build a technical trading platform system that covers the entire country and connects to the global market, significantly improve the efficiency of transferring and applying scientific and technological achievements, and establish a global hub for technology transfer. Build a world-class high-tech park, promote full coverage of provincial-level high-tech zones in all industrially strong counties, and explore new pathways for innovative development at the county level. 9. Optimize the ten-link innovation ecosystem of \"industry, academia, research, application, finance, talent, policy, intermediaries, technology, and cloud.\" We will make greater efforts to advance the reform of the science and technology system, improve the governance system for scientific and technological innovation, and promote the efficient, integrated allocation of projects, bases, talent, and funds. Improve the organizational and management methods for science and technology projects; implement systems such as “bidding for leadership roles”; refine the evaluation mechanisms for science and technology; and expand the research autonomy of scientific research institutions. Improve the mechanism featuring government investment as the main source and multiple social channels of funding, so as to continuously and steadily strengthen support for basic and frontier research. Improve the financial support system for innovation, promote innovation in science and technology finance, and facilitate the industrialization and large-scale application of new technologies. Strengthen political guidance and political integration of talents; promote the spirit of science, the craftsman spirit, and the spirit of model workers; and foster a social atmosphere that values innovation and tolerates failure. III. Prioritize expanding domestic demand and ensuring the smooth operation of the dual circulation pattern; accelerate efforts to foster a new development paradigm. It is essential to integrate the strategy of expanding domestic demand with deepening supply-side structural reforms, continuously enhance the ability to attract, coordinate, and leverage high-end resources, and keep promoting domestic demand growth. Furthermore, we must advance all-round opening-up under the framework of the Belt and Road Initiative, thereby fostering a dual circulation pattern characterized by comprehensiveness, full utilization of all factors, high efficiency, and strong competitiveness—ultimately reestablishing new advantages in international cooperation and competition. 10. Facilitate the circulation of high-end factors. Through market-oriented reforms, we will remove institutional and systemic barriers that hinder the market-based allocation of production factors and the circulation of goods and services. We aim to create strategic hubs for consumer markets, advanced manufacturing, financial services, modern logistics, and digital transformation. Additionally, we strive to become a strategic hub for the Belt and Road Initiative, the entire oil and gas industry chain, the storage, transportation, and trading of bulk commodities, international business innovation, and the integrated development of four modern ports—thereby serving as a magnet for high-end global resources. Ensure the smooth circulation of market elements; accelerate the transition from a reliance on physical markets to a model featuring both online and offline markets; promote the coordinated development of domestic and foreign demand, as well as imports and exports; and build a world-class market platform ； Facilitate the circulation of resources and factors, and accelerate the shift from being overall dependent on others to taking the lead and focusing on the international stage ； Facilitate the circulation of technological elements, accelerate the shift from relying primarily on the use of advanced and applicable technologies to focusing on the independent research, development, and application of cutting-edge technologies, and strengthen the construction of high-level innovation platforms as well as international and domestic strategic deployments ； Facilitate the circulation of talent resources and accelerate the shift from relying primarily on mid- and low-level talents to focusing on mid- and high-level talents ； Facilitate the circulation of industrial factors, accelerate the shift from industries focused on the mid- and low-end to those focused on the mid- and high-end, and enhance the innovation and competitiveness of these industries ； Facilitate the circulation of capital factors, accelerate the shift from relying primarily on indirect financing to diversified financing methods, and use innovations in the financial system to support the upgrading of the real economy. 11. Comprehensively boost consumption through the continuous implementation of new consumption policies. Strengthen the fundamental role of consumption, vigorously foster new types of consumption, upgrade traditional consumption, and appropriately increase public consumption. Accelerate the development of service consumption and expand the supply of high-quality services. Implement new services for digital life to build a province leader in such services. Promote a shift in the management of consumer goods such as automobiles from purchase-based to usage-based management, improve the consumption environment for yachts and civilian aircraft, and foster the healthy development of housing consumption. Build multi-level consumption platforms, develop high-quality pedestrian streets, foster cities that serve as international consumption hubs and models for new retail, promote the night economy, and boost consumption in rural areas and community-based businesses. Focusing on quality, brand, standards, technology, etc., promote the integrated development of domestic and international trade. Implement and improve the paid leave system to boost spending during holidays. Deeply implement initiatives to ensure confident consumption and comprehensively optimize the consumer environment. 12. Expand investment opportunities by thoroughly implementing the new investment policies. Launch a new round of initiatives to boost effective investment, leverage the crucial role of investment in optimizing the supply structure, increase investment in major innovation and R&D platforms, strategic emerging industries, and modern industrial chains, accelerate the development of projects related to infrastructure, new technologies, and heavy industry, speed up the addressing of weaknesses in various fields, and expand investment in enterprise equipment upgrades and technological transformations. Fully implement the projects for provincial, municipal, and county leaders, vigorously advance the investment initiatives in the “six 100-billion” industries, improve the coordination mechanisms for the implementation of major projects, and make strong efforts to develop major projects that strengthen infrastructure, enhance functionality, and bring long-term benefits. Innovate investment and financing mechanisms, stimulate private investment, expand financing channels for major projects both domestically and internationally, and increase direct financing. 13. Accelerate the development of key hubs along the Belt and Road Initiative. With enterprises as the main entity and the market as the guide, participate in the Belt and Road Initiative with high quality. Promote the interconnection of new infrastructure, as well as initiatives such as the \"City Brain\" and mobile payment, across the Belt and Road Initiative, in order to expand two-way trade and investment. Build a chain-based system of international industrial cooperation parks, establish overseas economic and trade cooperation zones and various stations, strengthen cooperation in the development and opening up of port areas, and create economic circulation demonstration zones for China, Japan, South Korea, and China and Europe. Advance with high quality the development of the Hangzhou Digital Silk Road Cooperation Demonstration Zone, the Ningbo “17+1” Economic and Trade Cooperation Demonstration Zone, and the China-Africa Economic, Trade and Cultural Cooperation Demonstration Zone, and organize successfully the China-Central and Eastern Europe Expo as well as regular exhibitions. Deepen the development of the Yiyang-Zhoushan transportation corridor, and build Yiwu into a world-class city for small commodities with high quality. Advance the development of initiatives such as the World (Wenzhou) Chinese Business Comprehensive Pilot Zone and the Overseas Chinese Economic and Cultural Cooperation Pilot Zone, in order to establish a service network for Zhejiang businessmen abroad. High-quality services: **overall diplomatic efforts, deepening cooperation with sister cities, strengthening international cultural exchanges, and advancing the establishment of the United Nations Global Geospatial Information Knowledge and Innovation Center. 14. Develop a higher-level open economy. Actively promote high-level institutional openness, accelerate the internationalization of rules, regulations, governance, and standards in the trade sector, and enhance influence in the formulation of international standards. Efforts will be made to stabilize foreign trade and foreign investment, deepen the implementation of the \"Zhejiang Enterprises Going Global Initiative,\" actively explore diversified international markets, and foster new forms and models of foreign trade. Actively expand imports, establish **import trade innovation promotion zones, and create a \"world supermarket\" for imported goods. Accelerate the development of a global digital trade hub, advance the global expansion of the electronic world trade platform through market-based approaches, organize successful global digital trade expos, and build integrated online and offline market platforms, open-source data platforms, and international settlement platforms. Improve policies and service systems for foreign investment, support foreign-funded enterprises in investing in strategic emerging industries and modern service sectors, and attract more international organizations and business institutions. Support leading enterprises in expanding their operations across borders, carrying out investments and mergers & acquisitions, going public overseas, fostering local multinational companies, developing headquarters economies at a higher level, and establishing industrial cooperation parks for overseas M&A. Strengthen cooperation among Zhejiang, Hong Kong, and Macao. Deepen exchanges between Zhejiang and Taiwan.
