Question: What are the differences in construction capabilities between the special-grade and first-grade qualifications for petrochemical construction? In other words, which types of construction must be carried out by entities with a special-grade qualification, while those with a first-grade qualification cannot undertake such work?
There is no difference in terms of construction; a grade A facility can build a small house, and a grade B facility can also build a small house. The main differences lie in four aspects.
They are four high barriers: the enterprise’s creditworthiness, the requirements for the enterprise’s key management personnel and professional technical staff, the level of scientific and technological progress, and representative project achievements.
Enterprises are required to have a corporate technology center at the provincial or ministerial level or above, 50 or more registered first-class construction engineers, 3 or more **-level construction methods, and a total of 8 or more valid patents (with at least one invention patent). At the same time, under the section on project experience, high standards are set for enterprises with the top-level qualification for general contracting of petrochemical engineering projects; such enterprises are required to have undertaken general contracting, overall construction contracting, or main project contracting for three or more large-scale petrochemical projects in the past 5 years, with the project quality being satisfactory.
