I think we should start from the following aspects: Safety comes first, so it is necessary to clarify the responsibilities of each position; the tasks need to be divided clearly with specific responsibilities assigned to individual people ； A comprehensive system needs to be established, including unloading procedures, equipment management, routine maintenance, performance evaluation criteria, etc., so as to manage people through rules and regulations ； There must be clear operating procedures, employees need to receive thorough training, and operations must be carried out strictly in accordance with these procedures ； With these three points, the basic conditions for operation should be met.
It mainly relates to safety: whether the safety facilities are complete, whether the loading and unloading of liquefied gas is done safely, and whether personnel are prohibited from lighting fires
