Must naphtha tanks be equipped with a nitrogen blanketing system?

There’s no strict requirement, right? For example, being used for reconciliation is different from being used as a raw material for reprocessing. Our plant’s naphtha is not equipped with a nitrogen seal; it uses only internal floating roof tanks to reduce evaporation losses.
