Poor liquid inflow into the storage tank

Friends, in my department we often encounter the problem of poor initial liquid flow when transferring nitric acid to external storage tanks, even though all the valves in the pipelines are open. The feed from the storage tank enters the large tank at the top and then is inserted at the bottom.
It is recommended to include a simple schematic diagram for clarification; visual aids make things more intuitive. Is there a possibility of air blockage?
First, check the balance tube; second, check if there are any problems with the pump; third, and most importantly, open the outlet valve slightly and wait until the liquid fills the tube before lifting it
I think the third point is crucial: maintain a stable supply level first before gradually opening the valves! ;P
