How to design a ball-passing process

Experts, our company already has a pipeline from the dock to the storage area, equipped with ball receiving and sending cylinders at both ends, allowing for direct ball circulation operations. We plan to build Phase 2, and we still want to use this pipeline to connect Phase 1 to Phase 2. At the same time, it is required that balls can be sent directly from the dock through Phase 1 to Phase 2. No additional launching cylinders will be added in Phase 1. How should the process for sending balls be designed so that, without having to retrieve the balls, they can be sent from Phase 1 to Phase 2? It suffices to adjust valves or use other methods to ensure that balls sent from the dock can reach both the launching cylinders in Phase 1 and those in Phase 2, without any risk of the balls getting stuck or ending up in the wrong receiving cylinder.
